JOB SUMMARY

This position is responsible for the enforcing municipal codes and ordinances and for conducting inspections in the enforcement of building codes.

MAJOR DUTIES

  • Enforces compliance with town regulations and ordinances, including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight and other matters of public concern.
  • Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of town codes and ordinances; interviews complainants and witnesses; conducts investigations and provides recommendations for resolution.
  • Prepares evidence in support of legal actions taken by the town; appears in court as necessary; testifies at hearings and in court proceedings as required.
  • Maintains accurate documentation and case files on all investigations, inspections, enforcement actions and other job-related activities; takes and maintains photographs.
  • Prepares a variety of written reports, memoranda, and correspondence related to code enforcement activities, monthly reports to Mayor and Town Council.
  • Serves as the Town's Flood Plain Manager and enforces FEMA basic ordinances; maintains records and maps.
  • Inspects new commercial and residential buildings.
  • Inspects gas, plumbing, electrical, mechanical, and building construction.
  • Answers code-related questions for citizens, architects, engineers and developers.
  • Ensures that building projects are properly permitted.
  • Makes interpretations of ICC building codes.
  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of state, county and town building codes.
  • Knowledge of town zoning ordinances.
  • Knowledge of erosion and sediment control requirements- certification.
  • Knowledge of state environmental regulations.
  • Knowledge of code enforcement principles.
  • Knowledge of computers and job-related software programs, able to enter inspection results and status updates into iWorQ software as needed.
  • Skill in prioritizing and organizing work.
  • Skill in collecting and documenting evidence.
  • Skill in conducting building and code enforcement inspections.
  • Skill in oral and written communication, email staff about permits, results & all code violations.

SUPERVISORY CONTROLS

The Town Manager/Mayor assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the results.

 GUIDELINES

Guidelines include building codes, zoning laws, environmental regulations, the Town code of ordinances, and Town policies and procedures. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied building inspection and code enforcement duties.  Strict regulations contribute to the complexity of the position.
  • The purpose of this position is to perform inspections in the enforcement of code and ordinances. Successful performance contributes to the safety of town citizens and visitors.

  • Contacts are typically to give or exchange information, provide services, resolve problems and justify matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while intermittently sitting, standing, crouching or stooping. The employee frequently lifts light objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and utilizes the sense of smell.
  • The work is typically performed in your home office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt and grease. Work requires the use of protective devices such as masks, goggles, gloves, etc.

None.

MINIMUM QUALIFICATIONS

 

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years’ experience or service.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.
