CLASSIFICATION TITLE: ZONING ADMINISTRATOR
PURPOSE OF CLASSIFICATION
The purpose of this classification is to direct and administer operations and activities of the Office of Planning, Zoning and Sustainability (OPZ+S) including land use planning, zoning and sustainable activities in unincorporated areas of the County and to provide technical assistance to County Officials. Ensure the orderly development of The County, effects of the quality of economic opportunity for County residents and affects of the overall image of the County. This position is responsible for leading, managing, planning, organizing, coordinating, and directing operation related to planning, land use, development, zoning, and enforcement issues within the County. This position makes the official determinations regarding interpretations of zoning code, Subdivision ordinance, Tree Ordinance, and Sign Ordinance, acts as a policy implementation partner with other Clayton County Code of Ordinances. Reports directly to the Chief Operating Officer.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; interviews candidates for employment, includes coaching and mentoring to Department employees and ensures they have the necessary knowledge skills and abilities to perform their jobs. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; conducts staff meetings; consults with assigned staff, assists with complex/ problem situations, and provides technical expertise. Consults with Chief Operating Officer, board members, and other officials of municipal, county, state, and federal governments in order to coordinate all phases of Community Development and ensure County policies are administered in a customer-oriented manner. Interprets and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations or violations. Establish long term goals, plans, and objectives for the department. Formulates, administers, and interprets departmental rules, policies, and procedures. Formulates and administers department budget; implements procedures governing revenue collection and cash flow. Oversees consultant contracts. Coordinate with appropriate departments to ensure implementation of department-wide software systems. Recommends revisions to departmental ordinances; recommends land use plan revisions. Attends various meetings; meets with citizens, developers, builders, or other individuals; attends Regional Commission Meetings; speaks at civic/community events. Serves on various committees; oversees/coordinates Zoning Advisory Group and Board of Appeals; serves on Master Planning Coordinating Committee. Supervise the completion of various forms, reports, correspondence, ordinance revisions, budget documents, organizational charts, performance evaluations, or other documents. Manages and refines systems to process and review various forms, reports, correspondence, site plans, police reports, vehicle maintenance reports, accident reports, time sheets, leave request, job applications, purchase orders, blueprints, maps, land use plan, policies, procedures, codes, ordinances, manuals, reference materials, other documentation. Utilize word processing, databases, or other software programs. Oversees department inventory of vehicles, equipment, and supplies; determines departmental equipment needs; initiates orders for new/replacement materials. Communicates with board chairman, board members, employees, other departments, County officials, contractors, builders, developers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
ADDITIONAL FUNCTIONS
Excellent oral and written communication skills for preparing and presenting planning report and projects. Excellent interpersonal skills for facilitating relationships with office staff, other departments, elected/appointed officials or other decision-makers. Creative problem-solving skills to gather relevant information to solve less well-defined planning problems. Group facilitation skills for use with community workshops. Excellent Community Outreach skills. Ability to work on several projects or issues simultaneously. Operate a motor vehicle to conduct work activities. Performs other related duties as required.
MINIMUM QUALIFICATIONS
Master’s degree in City, County or Regional Planning, Land-Use or Urban/Regional Planning or a closely related field supplemented by six (6) years previous experience; OR, Bachelor’s degree in Public Administration, Land-Use or Urban/Regional Planning, or a closely related field supplemented by eight (8) years previous experience and/or training that includes progressively responsible management of comprehensive planning, community development, zoning administration, site plan review, land use planning, regulatory compliance, or management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must have a minimum of three (3) years supervisory experience. American Institute of Certified Planners (AICP) certification preferred. Applicant should also possess knowledge of spreadsheets and basic computer software, and experience with Geographic Information System (GIS). Demonstrated knowledge of community planning best-practices and programs; Smart Growth Principles, Urban and Comprehensive planning process, current construction practices including legislation changes affecting local codes; methods used in urban and rural planning and zoning; code enforcement procedures and strategies; building codes; and management techniques including familiarity with budgeting practices. Must possess and maintain a valid Georgia driver’s license.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
