JOB TITLE: Water Distribution/Equipment Operator
(No State of Ga Water Distribution License) Non Exempt
REPORTS TO: Senior Water Foreman
PRINCIPLE PURPOSE OF JOB: As a crew member or individually, applies knowledge of water systems, equipment and facilities to operate equipment and perform regular, recurring and non-routine tasks for maintenance, repair and installation for the water distribution section.
LEVEL OF AUTHORITY: Receives close to moderate supervision, depending on experience and complexity of tasks. Expected to perform routine assignments independently following standard practice.
WORK ENVIROMENT: Work is primarily performed outdoors, in every kind of weather condition, and in wet, muddy, confined work spaces. Depending on equipment required for a job, noise intensity ranges from moderate to extreme. Exposure to hazardous materials ranges from moderate to high. Work performed in this job may place the employee at risk of occupational exposure to bloodbourne pathogens.
ESSENTIAL JOB FUNCTIONS
1. Operate equipment units, such as backhoe, front-end loader and dump truck, and tools such as tapping machine, pipe theader, jackhammer, acetylene torch, chain saw, trash pump, ditch compactor, and air compressor, and any equipment related to water field to perform any operation within the capacity of the equipment and as necessary to accomplish the job required. This includes loading and transporting equipment to the work site using truck and trailer as required.
2. As a member of a crew, install and repair main water lines. This includes excavating to grade, laying and aligning pipe and using special tapping equipment to install valves, lateral water lines, blowoffs, hydrants and meters. As necessary, block off work area and re-route traffic with consideration for public safety and convenience. Accomplish hookups and flush to test installations according to established procedures.
3. Install, overhaul and repair fire hydrants. This includes shutting off main line or hydrant foot valve; disassembling and cleaning hydrant subsections; replacing gaskets, seals, and seats and reassembling and testing hydrant for proper operation.
4. Inspect new water lines at construction sites and take samples for chlorination readings.
5. Perform maintenance and repairs, as directed, on reservoirs, pumps and booster pumps.
6. Perform routine equipment maintenance and minor field repairs such as lubrication, checking fluid levels and replacing belts and other components as required.
7. Perform work in accordance with all federal, state and local laws, rules and regulations and within mandated and appropriate safety standards.
8. Maintain and promote excellent relations and communications with co-workers. This includes sharing the heavy duty of the workload to maintain balance, helping to train and orient the new workers and acquiring skills in all equipment and procedures to become a more valuable crew member.

9. Respond orally to public inquiries in a courteous manner, referring inquiries to an employee of higher classification as appropriate.
10. Perform on call/ call outs on a weekly revolving basis.
ADDITIONAL JOB FUNCTIONS
1. May perform portions of the work of higher classified positions occasionally, as assigned.
2. May perform duties of similar complexity in any department as required or assigned.
QUALIFICATIONS
Technical
1. Must provide a valid Georgia driver’s license.
2. Must possess or obtain a commercial driver’s license (CDL) to operate appropriate vehicles and equipment.
3. Must be trained in confined space procedures.
4. Must obtain DOT flagger certification.
5. Desirable to have Water Distribution Operator Certificate.
6. Must have high school diploma or general education degree. (GED)
7. Must have own transportation to and from work.
Physical Capabilities
1. The physical requirements of the job require the ability to lift 50 pounds and, on those occasions, where lifting requirements may be higher, employee is required to notify supervisor of the need for assistance.
2. Job requires physical strength and ability sufficient to perform heavy manual labor for extended periods under dirty and uncomfortable conditions in all kinds of weather.
3. Ability to maintain continuous physical effort throughout the shift, including frequent bending, walking, stooping, digging, manipulating and heavy lifting.
4. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Other Capabilities
1. Ability to understand and follow oral and written instructions.
2. Flexibility to respond to emergency 24-hour shift requirements for call-in from off duty hours.
3. Ability to use an intermediate level of problem solving to deal with non-routine situations.
4. Ability to estimate distance and direction of underground systems to locate the source of a problem and determine where to excavate.
Use of Tools and Equipment
Ability to acquire sufficient skills in the use or operation of the tools and equipment listed in the Essential Job Function # 1 in order to function as a fully operative crew member.

1. As an absolute condition of employment, employees are required take a pre-employment drug screening test.
