Assistant Finance Director

City of Norcross


Listing Summary

The City of Norcross is looking for a Full-time Assistant Finance Director.  The purpose of this position is to assist the Finance Director in the preparation of the budget, audit, and financial and statistical reports.
Responsibilities include, but are not limited to: supervising staff; examining, interpreting, and verifying a wide variety of financial documents and reports; utilizing various sections of the City’s accounting system in preparing monthly financial reports and statements; maintaining and reconciling accounts closing accounts, and preparing associated reports and statements; conducting detailed accounting studies and preparing reports containing the results; verifying daily entries flowed through the general ledger, researching inconsistencies found, and processing journal vouchers to make necessary corrections and adjustments.

Examples of Duties

Essential Duties and Responsibilities: 

  • Coordinates daily operations including but not limited to processing cash receipts, accounts payable/receivable, utility billing, bank reconciliation, financial reports, bank deposits, and posting of funds. 
  • Directs and prepares monthly financial statements. 
  • Supervises, directs, and reviews the work of the accounting staff (including but not limited to check runs, accounts receivable transactions, fixed asset activity, payroll, and accounts payable transactions).
  • Performs various accounting tasks such as making and adjusting journal entries, opening and closing out accounts, and closing the ledger at the end of the fiscal year.
  • Supervises staff
  • Coordinates monthly, quarterly, and annual closing activities.
  • Responsible for special projects involving statistical reports and management presentations.
  • Prepares a variety of accounting, fiscal, and related reports, compiles and processes spreadsheets and reports.
  • Maintains an organized set of detailed records and files to document financial transactions.
  • Resolves complex accounting issues or assists other authorized personnel in resolving financial issues. 
  • Review the general ledger every month to ensure the accuracy of posting.
  • Makes and implements recommendations to improve accounting processes and procedures.   
  • Reconciles accounts and subsidiary ledgers 
  • Assist in the preparation of a Comprehensive Annual Financial Report and budget presentation documents.
  • Serves as the budget analyst by developing the annual budget calendar, coordinating the submittal of department budget requests, and assisting in the development of expenditure and revenue estimates.
  • Revises the budget records, as instructed, to meet any fiscal year adjustments.
  • Processes customer checks returned by the bank; charges and annotates accounts.
  • Assists in preparing for the year-end financial audit and other financial duties as needed.

 

Typical Qualifications

Education and/or Work Experience Requirements: 

  • Bachelor’s degree in accounting or related field.
  • A minimum of three years of experience in government finance is required.
  • Previous supervisory experience preferred.

 

Supplemental Information

Additional Duties and Responsibilities:
May serve as the department manager in the absence of the finance director. Participate in the development of policies and procedures. Any other duties as assigned by management.
Scope and Impact: 
The position has recurring work situations that involve having a very high degree of discretion. The need for accuracy and effective utilization of accepted programs and routines is high. Errors in judgment will waste resources and adversely impact performance. Incumbent operates independently and verifies the work of others. Work priorities are determined by the incumbent and then reviewed and agreed upon by the direct manager. 
Communications/Customer Contact:
Frequently in contact with other members of the Administrative Services team, City departments, co-workers, and external customers.  Ability to communicate clearly and effectively with people in a courteous, tactful, and fair manner under all conditions. Ability to provide information and explanations of the processes and procedures of the department and municipal government to the public.
 

SALARY: $81,848.61 - $125,000.00 Annually
