Job Description
The mission of Gwinnett County’s Department of Planning and Development is to continuously elevate our approach to planning for growth and delivering services through innovative, people-centered strategies.  The Department is dedicated to maintaining a positive and inclusive workplace culture centered around its core values of excellence, integrity, transparency, collaboration, continuous improvement, and accountability.  The Department currently consists of the following divisions: Administration, Planning, Development, Code Enforcement, Building, Customer Service, Housing and Community Development, Economic Development, and Infrastructure Planning.

The Infrastructure Planning Division is the Department’s newest division. The goals of this division are to 1) plan infrastructure to drive growth aligned with the County’s future land use plan, 2) promote people-centered design for communities, and most importantly, 3) ensure county resources are invested efficiently and intentionally. The Infrastructure Planning Division Director will report to the Deputy Department Director. The division director will lead initiatives and develop tools and policies to ensure comprehensive infrastructure planning that is aligned with the County’s land use policies and priorities.
 
The Infrastructure Planning Division will work with the Planning Division and various County infrastructure departments, including the Department of Transportation, Department of Water Resources,  and Department of Community Services to develop infrastructure plans and priorities based on the County’s Unified Plan and detailed Small Area Plans for redevelopment. The initial scope for coordinated infrastructure planning includes water, sewer, stormwater, transportation, transit, and trails. These services are anticipated to expand to include general planning support for other departments providing municipal services.

Essential Duties
The Infrastructure Planning Division provides the following services to the department and to the County: 

  • Development and maintenance of county-wide demographic projections aligned with the 2045 Unified Plan to effectively monitor community infrastructure needs
  • Identification of potential infrastructure improvements in support of the county’s economic development initiatives including major redevelopment projects and catalytic site development
  • Research, analysis, and tracking of planning data and utilization of this data to ensure infrastructure planning and implementation coordination 
  • Development and maintenance of shared tools and infrastructure analysis methodologies, such as fiscal impact analysis and infrastructure cost of services related to existing and future development
  • Creation and alignment of infrastructure master plans including development of internal and external stakeholder engagement plans, and facilitating technical workgroups
  • Development of a common prioritization framework for all infrastructure capital projects to achieve the Unified Plan vision; preparing standard operating protocols and conducting training for the use of this framework
  • Review zoning requests for proposed development projects related to transportation and water resources system capacity
  • Identify innovative approaches to support a multi-modal transportation network including vehicular, pedestrian, bicycle, and transit connectivity
  • Preparation of ordinances, policies, or guidance as needed to support infrastructure planning initiatives to drive development to key redevelopment areas and preserve existing undeveloped and environmentally sensitive areas

The Infrastructure Planning Division Director reports to the Deputy Department Director.  The Division Director:

  • Actively collaborates with other departments and divisions within the department to maintain effective working relationships and enhance service delivery

  • Keeps apprised of regional and national best practices and relevant Federal, State, and local laws, regulations, codes, and standards to ensure they are met
  • Provides managerial and supervisory support and staff evaluation to assigned staff
  • Manages special projects and completes other tasks as assigned

Grade
The grade for this position is 304. Salary will be dependent on education and experience.
 
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
 
Minimum Qualifications

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, Urban or Regional Planning, or a related field AND
  • Ten years of related experience, including a minimum of two years of supervisory experience; or
    • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
  • Master's degree in a related field preferred
