Job Description

Title: Police Chief

 

JOB SUMMRARY:

Supervises patrolman, maintains law and order; enforce criminal and traffic laws of the City, State and nation.  Patrols the City responding to emergency calls to protect life and property; ensures the safety of the citizens of the City. 

 

MINIMUM QUALIFICATIONS REQUIRED:

Includes Chief Certification, High School diploma or GED and/or Academic or Technical training in police administration; including supervisory experience and Council mandated 40 hr. week schedule. 

 

NECESSARY SPECIAL REQUIREMENTS:

Possession of valid Georgia Motor Vehicle Operator’s License and Georgia Law 92A-2108 requires that a person employed in this classification;

  1. Be at least twenty-one (21) years of age;
  2. Be a citizen of the United States
  3. Have a high school diploma or it’s recognized equivalent;
  4. Not have be convicted by any State or by the Federal Government of any crime,

the punishment for which could have been imprisonment in the Federal or State prison of institution; nor shall he/she have been convicted of sufficient misdemeanors to establish a pattern of disregard for the law provided that same shall not apply to violation of traffic laws and cases involving the operations of motor vehicles when the applicant has received a pardon;

  1. Successfully complete a job-related academy entrance examination provided for and administered by the Georgia Peace Officer Standards and Training Council in conformity with State and Federal law.  Training Certification must be kept on file at the City Hall and undated as necessary. 
  2. Must be able to sit and drive for extended periods of time and must be able to respond to all police situations.
  3. Have the ability to use the physical force necessary to arrest and restrain persons.

JOB DUTIES:

  • Reports directly to City Administrator under Council Leadership and directs/supervises the work of personnel of the Police Department.
  • Patrols designated areas of the community for the purpose of law enforcement, control and responds to dispatched situations such as accidents, disturbances, or crimes and provide police assistance and protection.
  • Participates in traffic law enforcement by directing traffic, issuing citations to violators, escorting special processions and responding to and recording all traffic incidents.
  • Investigates crimes including visiting crime scenes, collecting prints and ensuring evidence is properly collected, labeled and maintained prior to turning over to the State Crime Lab for analysis; develops suspects and locates witnesses; obtains recorded and hand written confessions; maintains case files and records and presents to District Attorney’s Office for prosecution.
  • Prepares reports and maintains case files; appears in court as the arresting/investigating officer; maintains assigned equipment
  • Cooperates with federal, state and other local officers in the apprehension and detention of wanted persons and with other agencies where activities of the Police Development are involved.
  • Attends various training and continues education to maintain knowledge of modern police activities and programs.
  • Attends City Council Meetings and answers inquires when necessary.


KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of principles and practices of modern police administration as well as principles and practices of traffic control, patrol, criminal investigation and crime prevention.
  • Knowledge of types and uses of firearms, communication equipment, and automobiles in modern police enforcement.
  • Knowledge of computer and police communications system operations,
  • Knowledge of routine and emergency departmental procedures and requirements of record keeping.
  • Knowledge of investigation procedures and techniques including crime scene search and rules of evidence.
  • Knowledge of occupational hazards and standard safety precautions necessary in work.
  • Skill in planning, coordinating and supervising the work of subordinates performing police activities and in developing proper training and instructional procedures for those employees.
  • Skill in typing and operation of computer keyboard to enter and retrieve data
  • Skill in the operation for police equipment such as firearms, baton, communication radio and other.
  • Ability to communicate clearly and effectively, both orally and written
  • Ability to establish and maintain effective working relationships with other City officials, employees, State and Federal authorities, civic leaders, informants and the general public
  • Ability to deal courteously and diplomatically with the public.
  • Ability to maintain records and write effectively
  • Ability to make decisions under pressure.
  • Ability to think clearly, speak audible and distinctly and take effective action in emergency situations.

Supervisory Controls:  Shall perform at the pleasure of the Mayor and City Council

SCOPE AND EFFECT:

The purpose of this position is to supervise subordinates, protect life and property and enforce federal, state and local laws.  Successful performance helps ensure the safety and well-being of citizens and promote at the efficient and effective operation of the department.  The work consists of related technical law enforcement duties.  The varied nature of calls of the potential for emergencies contribute to the complexity for the work.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

The position requires good vision and hearing, and the ability to use the physical force necessary to arrest and restrain persons.  The work is performed indoors, in a vehicle and outdoors. He or She must be able to sit and drive for extended periods of time and must be able to respond to all police situations. The employee may be exposed to inclement weather, infectious diseases and life-threatening situations.  The work requires the use of protective clothing and devices.
