Description
The purpose of this classification is to oversee the management of the County’s DOT programs and initiatives, and administer complex and comprehensive engineering projects, including transportation infrastructure planning, design, and construction administration and management. This classification will oversee large-scale engineering programs that include budget preparation and project development, and will interact with county officials and representatives, professional consultants and contractors, and the general public often.
Examples of Duties
- Resolve operational and maintenance problems related to assigned engineering areas.
- Review various permits, facility drawings, and engineering regulations.
- Evaluate and develop criteria for operational regulations.
- Administer and maintain various reports, records, and documents related to operations.
- Assist in the preparation, development, and administration of assigned budget.
- Review and approve invoices for various expenditures and purchase requirements.
- Develop major projects and administer engineering service operations, including for traffic operation utilities, roads, and bridges.
- Present petitions, design projects, and conceptual plans to various officials and the general public; provide cost estimates of engineering projects.
- Manages design, development, construction, and/or implementation of complex, multi-year, county-wide projects and programs;?establishes projects schedules; reviews reports and designs from consultants; conducts overall project evaluation; coordinates and reviews the work of contracted architects, engineers, county staff, and other project service providers; works with contractors to make design modifications necessary to conform with regulatory and project requirements; and approves the designs as appropriate.
- Conducts on-site reviews and inspections on job sites.
- Conducts regular workshops on equipment, tools, and supply use; ensure safety and security of work crews using equipment, tools, and supplies.
- Serves as safety liaison for work crews; Serve as primary point of contact for emergency roadway, bridge, and infrastructure repair, or for other emergencies such as weather or natural disaster.
- Serves as DOT liaison to communicate with other County employees, contractors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Serves?as a subject matter expert; handles multiple complex projects and provides direction and oversight to engineers and/or engineering technicians assigned to a project.
- Facilities and adheres to all reporting and documentation requirements; evaluates and monitors progress against performance and quality measurements; completes all required annual reports, data collection, and overall program management.
- Manages assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting, and enforcing policies and procedures, resolving staff conflicts, and administering disciplinary action as required.
- Performs public relations duties: represents the County at various functions; attends County board meetings and various other meetings; attends ceremonies, dedications, and other events; makes speeches or presentations; and provides information to the public regarding plans, projects, issues and concerns regarding areas of assignment.
- Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
- Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation, including various reports, budget documentation, and attendance records; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including strategic plans, quarterly and annual reports, and performance appraisals; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
- Communicates with County officials, supervisor, other employees, inmates, attorneys, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Minimum Qualifications
Education and Experience:
Bachelor’s degree in civil engineering or related field; supplemented by seven years of progressively responsible experience in transportation and construction project management and design, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses or Certifications:
Must possess and maintain a valid Georgia Commercial Driver’s License (CDL) including appropriate endorsement(s). Professional Engineer’s license and/or Certified Design Professional – Level 2 certification strongly preferred.

PHYSICAL DEMANDS
The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.
