SUMMARY:   The Deputy Chief Financial Officer is a supervisory, administrative, and technical position responsible for financial reporting and analysis, budget preparation and monitoring of the County’s accounting systems and fiscal records.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

 

  •       Provides assistance in managing the overall operations of the Finance Department, including Accounts Payable and Receivables, Receipts, Payroll, Bank          Reconciliations, Closing Month and Year End, and External Audit
  •          Approval and processing of invoices
  •          Assist with review and approval of budget transfers and budget amendments
  •          Assist with the Preparation of Comprehensive Annual Financial Report
  •          Assist with managing, review and evaluation of Finance Department staff, to include and motivating and evaluating
  •          Assists with coordinating the annual audit, providing auditors with financial reports and other necessary information
  •          Review and update internal controls and policies/procedures to improve efficiency and effectiveness
  •          Generate, analysis, interprets, and prepares for reports
  •          Makes presentations to supervisors, boards, commissions, civic groups, and the general public
  •          Communicates official plans, policies, and procedures to staff and the general public
  •          Assists with monitoring County revenues and expenditures to assure sound fiscal control
  •          Assists with preparing a preliminary annual County budget; administering the adopted budget of the County; advising all departments in budget preparation; conducting budget hearings; and compiling Finance and other departmental budgets
  •          Perform and monitoring cash management duties to include, weekly cash flows statements for all fund account, approval of wire transfers and positive pay transactions
  •          Assists staff with overseeing the central computerized financial and management information system of the County; and
  •          Provides oversight to payroll, accounts payable, and billing staff
  •          Provides backup and continual support, as needed, for the Chief Financial Officer
  •          Performs other duties as assigned

 

QUALIFICATION REQUIREMENTS:

 MINIMUM EDUCATION and/or EXPERIENCE:

  • Bachelor's degree or higher from an accredited college or university in accounting, finance, business or public administration
  • Five years of progressively responsible professional municipal finance work experience
  • An equivalent combination of education and experience may be considered

ELIGIBILITY REQUIREMENTS:

  • Minimum 21 years of age
  • Ability and willingness to drive a county vehicle 

CERTIFICATES, LICENSES, REGISTRATIONS:

 

  •          Certified Public Finance Officer (Preferred)
  •          Certified Public Accountant (Preferred)

 

o   MBA or MPP may be considered in lieu of CPA

·         Possess and maintain a valid Driver's License (Class C) and satisfactory motor vehicle record (MVR) 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  •            Knowledge of governmental and fund accounting and budgeting practices and applicable laws and regulations.
  •            Knowledge of computer based financial systems, administrative and managerial, and        purchasing.
  •            Knowledge of Generally Accepted Accounting Principles and Generally Accepted Governmental    Accounting Principles.
  •            Knowledge of budget development and management principles.
  •            Knowledge of supervisory principles and practices.
  •            Knowledge of computers and job-related software programs.
  •            Skill in planning, organizing, directing, and coordinating the work of personnel.
  •            Skill in the analysis of problems and the development and implementation of solutions.
  •            Skill in the preparation of clear and precise administrative reports.
  •            Skill in preparing and administering budgets.
  •                Skill in oral and written communication

 

Salary:  Commensurate with experience plus full benefits package
