JOB SUMMARY

This position is responsible for directing the city’s financial and administrative operations.

ESSENTIAL FUNCTIONS

  • Develops internal control systems, including drafting financial policies, procedures, and ordinances; ensures that fixed asset and other inventory systems are maintained; conducts internal audits and oversees external audits.
  • Coordinates the development of capital and operating budgets for the city; develops budget calendar and instructions; prepares projects and maintains five-year financial models; presents budget proposals to the City Council; monitors and amends the approved budget.
  • Coordinates the setting of city millage rates.
  • Directs and oversees the city's information technology functions, including hardware, software, networking, non-emergency communications, and website; ensures that proper safeguards are in place to protect systems and data.
  • Directs the Geographic Information Systems department.
  • Oversees all accounting, auditing, and financial reporting functions.
  • Oversees the city's procurement functions.
  • Coordinates the issuance of debt; meets with bond rating agencies; ensures compliance with all rules and standards; maintains debt service.
  • Coordinates investment, treasury management and banking relations functions.
  • Serves on the City Pension Board; works with actuary, trustee, and investment manager to make strategic decisions on managing the pension plan.
  • Works with benefits consultants, City Manager, and Human Resources Director in making renewal and budgeting decisions on benefit plans.
  • Serves on the Board of Directors of the Peachtree City Convention & Visitor’s Bureau and assists in managing the business operations of the city amphitheater.
  • Oversees Municipal Court and Front Desk functions, including Business/Occupational Taxes and Golf Cart Registrations
  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of the principles and practices of business administration.
  • Knowledge of budget development and management principles and practices.
  • Knowledge of generally accepted accounting principles (GAAP).
  • Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
  • Knowledge of computers and job-related software programs.
  • Knowledge of research and statistical analysis principles.

SUPERVISORY CONTROLS

The City Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include GAAP, Governmental Accounting Standards Board guidelines, internal control procedures, procurement requirements, relevant state and federal laws, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management, accounting, and supervisory duties. Strict regulations and the need for accuracy contribute to the complexity of the position.
  • The purpose of this position is to manage the city’s financial resources, protect the city’s assets, prepare financial reports, and ensure compliance with policies and procedures. Successful performance ensures the efficiency and effectiveness of the city’s financial functions.

  • Contacts are typically with coworkers, elected and appointed officials, representatives of other government agencies, attorneys, bankers, auditors, consultants, actuaries, underwriters, vendors, and the general public.
  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects and distinguishes between shades of color.
  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Assistant Finance Director (1) and IT Specialist (2).

MINIMUM QUALIFICATIONS

  • A baccalaureate degree in a course of study related to the occupational field. A Nationally recognized professional certification in finance, including the CPFO or CPA designations; or a Master’s Degree in Public Administration or Business Administration is preferred.
  • Additional certifications or degrees in the fields of Information Technology and/or Court Administration are preferred.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Ability to be bonded.
