Salary: $53,435.00 - $70,075.00 DOQ

Purpose of Work:

The Engineering Inspector is responsible for inspections involving construction, land disturbance, ES&C (erosion and sediment control), right-of-way construction/improvement, and stormwater management systems. These inspections have the primary purpose of ensuring development and construction work meets applicable federal, state, and local codes, ordinance, and design standards.

Major Responsibilities:

  • Performs administrative activities involving completing inspection reports, permitting and complaint tracking logs, scheduling position-related inspections, and general correspondence and filing. 
  • Performs the following duties regularly: 
    • Soil erosion and sediment control inspections for all types of construction, demolition, land disturbance, and right-of-way permits.
    • Inspections associated with right-of-way and utility construction/improvement.
    • Inspection of stormwater retention/detention systems of all types and sizes.
    • Inspect and monitor the City’s right-of-way infrastructure (including, but not limited to illicit discharges, point-source discharges, the condition of stormwater infrastructure, sidewalks, and streets)
  • Documents inspections through photographs, video, written inspection logs, and written correspondence to permittees. 
  • Receives, investigates, and follows up on complaints from citizens and Georgia Soil and Water Conservation Commission officials regarding soil erosion problems. Develops recommended solutions and completes all complaint correspondence and tracking logs. 
  • Reviews permitted construction drawings, erosion/sedimentation control plans, and related information for compliance with federal, state, and local codes and ordinances.
  • Enforces federal, state, and local codes and ordinances relating to erosion and sediment control, stormwater management, floodplain development and management, stream buffer protection, and right-of-way construction. Issuing Notice of Violations, and Citations then ensures corrective action is taken.
  • Regularly attends Georgia Soil and Water Conservation Commission regional meetings
  • Reviews construction documents relating to right-of-way permits and right-of-way bonds.
  • Follows all established safety rules, departmental policies/procedures and carries out oral and written instructions with minimal supervision. 
  • Takes initiative to accomplish tasks and identifies opportunities for improvement to decrease turnaround times and streamline work processes.   
  • Provides responsive and timely feedback on the status and progress of work assignments to supervisors and coworkers.  
  • Must be available to be on call for emergencies, after hours, weekends and holidays.
  • Performs all other duties as assigned.

Competencies and Skills:

  • Knowledge of the Georgia Manual of Erosion and Sediment Control (green book), and the Georgia Stormwater Management Manual (blue book)
  • Knowledge of Georgia Department of Transportation (GDOT) standards and procedures
  • General understanding of construction, permitting, planning/zoning, and ADA regulations
  • Ability to understand and implement federal, state, and local codes/ordinances and industry design standards. 
  • Ability to review and interpret construction documents, construction specifications, and engineering reports for compliance with federal, state, and local codes/ordinances.
  • General computer proficiency (Microsoft Windows, Word, Excel, PowerPoint), and the ability to create detailed reports and draft professional documents.
  • Ability to work independently and communicate clearly and effectively, both orally and through writing
  • Ability to communicate and/or present complex information effectively to a wide range of audiences
  • Ability to establish and maintain effective working relationships with property owners, contractors, the public, and other City personnel.
  • Ability to learn and gain proficiency using the City’s ePermitting software, and computer network
  • Ability to drive and operate an assigned vehicle safely and efficiently. 
  • Ability to work on various construction sites in extreme weather conditions for extended periods of time.
  • Knowledge of general construction and land development procedures, 
  • Strong knowledge of workplace and construction site safety

Minimum Qualifications:

  • 5-10 years of experience conducting civil engineering and/or stormwater related inspections 
  • Georgia Soil and Water Conservation Commission Level IB certification or the ability to gain one within 90 days of employment.
  • Possession of a valid State of Georgia Class C driver's license with a satisfactory motor vehicle record (MVR).
  • Must stand, sit, walk, bend, squat, twist, crawl, climb, grasp, carry and operate office and field equipment and regularly for extended periods of time. Must be able to lift, carry, push, and/or pull heavy items (up to 50 pounds) regularly and heavier items (up to 100 pounds) occasionally

Preferred Qualifications:

  • Associate’s (or higher) degree related to civil engineering, architecture, landscape architecture, or construction management from an accredited college or university or a combination of related education and experience.
  • Minimum of 7-10 years of related and relevant experience
  • Georgia Soil and Water Conservation Commission Level II certification
  • Strong written and verbal communication skills
  • Detail oriented and ethically above reproach
