JOB SUMMARY:

 

This position is responsible for collecting and preparing laboratory samples, schedules and performs standard tests and analyses, maintains laboratory supplies and equipment, tracks and maintains control of specimens, and observes safety rules for Treatment Services’ Drug Screening Laboratory.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

 

Collects, prepares, and performs laboratory analysis of specimens

 

Reviews, records, and reports test results

 

Performs and records preventative maintenance and instrument checks

 

Follows safety policies and procedures

 

Maintains sample chain of custody

 

Collects and disposes of specimens for diagnostic testing

 

Performs laboratory-related clerical duties including filing, record keeping, entering data into computer database, and distributing test results to appropriate requesting parties

 

Checks standard laboratory supplies inventory to assure adequate inventory levels  and notifies supervisor when orders need to be placed

 

Cleans laboratory working surfaces and disposes of waste in accordance with the department’s waste management plan

 

Provides court testimony on drug screen results, lab policies and procedures, and client compliance when subpoenaed or as needed

 

Regular and predictable attendance is required

 

Other duties as assigned

 

Court Administration: Is not directly involved in any court process, though may be required to attend court sessions to present findings with supportive documentation upon the request of a judge or by subpoena

 

Contacts:  Contacts are typically with coworkers, staffs of Superior Court, State Court, Magistrate Court, and Juvenile Court judges, the District Attorney, the Solicitor-General, Pretrial Services, Probation Services, County agencies, DFCS clients, accountability court program participants, and vendors.

 

Guidelines:  Written guidelines include relevant department operating procedure manuals and/or policy memorandum, HIPAA, and Federal Confidentiality Rule 42CFR regulations. Maintains high level of confidentiality in the office as per federal regulations.

 

 

MATERIALS AND EQUIPMENT USED:

 

 

MINIMUM QUALIFICATIONS REQUIRED:

 

Education and Experience:

Education requirements include high school diploma or GED; successful completion of a medical laboratory technician program preferred.

 

Experiential requirements include a minimum two years medical laboratory assistant experience, or related field.

 

Any combination of education and experience that provides the required knowledge and skills will be considered.

 

Knowledge, Skills and Abilities: General knowledge of County organizational structure and basic Treatment Services operations.

 

Demonstrated proficiency in oral and written communications.

 

Extensive experience and skill in developing effective working relationships with other departments and the general public.

 

Demonstrated skill in developing and maintaining positive customer relations.

 

Experience in operating computers and various software applications.

 

Must be detail-oriented and possess the ability to work in a fast-paced environment under limited supervision.

 

Must be familiar with HIPAA and Federal Confidentiality Rule 42CFR regulations.

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

 

Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.

 

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.

 

Sensory Requirements:  Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

 

 

Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
