JOB SUMMARY

This position is responsible for directing the City's planning and development functions and code enforcement activities.

ESSENTIAL FUNCTIONS

  • Directs the overall activities of the division.
  • Serves as a member of the City's Executive Leadership Team.
  • Serves as contract manager for building code enforcement, permitting, and inspection service providers.
  • Directs the activities of the Code Enforcement Department and ensures the enforcement of City codes and ordinances.
  • Directs the activities of the Economic Development department.
  • Develops divisional and departmental goals and objectives.
  • Prepares comprehensive written and oral reports for City Council and Planning Commission; makes presentations to the City Council and Planning Commissions for all planning matters including zoning requests, variance requests, etc.
  • Conducts the Planning Commission meetings and related public meetings and hearings
  • Coordinates and maintains the City's comprehensive plan, land use plan, and planning and zoning ordinances.
  • Advises the City Council on rezoning, annexation, and variance requests.
  • Interacts with citizens and property owners to ensure compliance with procedures for all relevant requests that require an application process through the planning division.
  • Reviews plans and development proposals for compliance with city ordinances.
  • Coordinates with the Engineering Department, Fire Marshal, and any other parties on the plan review process.
  • Communicates planning initiatives to the public through meetings, workshops, and public outreach efforts.
  • Evaluates planning-related legislation and applicability for the city.
  • Conducts research and analysis on emerging planning trends and best practices.
  • Prepares and administers the annual department budget.
  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of planning and zoning theories, principles, and practices.
  • Knowledge of the City zoning ordinance and other City regulations and policies.
  • Knowledge of the City codes and ordinances.
  • Knowledge of the geography of the City, including roads, streets, subdivisions, and zoned areas.
  • Knowledge of City and department policies and procedures.
  • Skill in management and supervision.
  • Skill in directing municipal planning and zoning operations.
  • Skill in reading and interpreting blueprints, maps, and aerial photographs.
  • Skill in directing code enforcement operations.
  • Skill in budgeting.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The City Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include relevant state and federal laws, City codes and ordinances, and City and department policies and procedures.  These guidelines require judgment, selection, and interpretation in application.  This position develops department guidelines.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management, supervisory, and technical duties. The necessity of responding to the needs of a varied constituency contributes to the complexity of the work.
  • The purpose of this position is to oversee planning and development activities and code enforcement operations for the City.  Successful performance helps ensure that construction in the City meets established standards of quality and safety and sets trends for future growth. 

CONTACTS

  • Contacts are typically with co-workers, other City employees, real estate professionals, business leaders, property owners, developers, surveyors, local and state elected officials, architects, engineers, and the general public.
  • Contacts are typically to give or exchange information, resolve problems, motivate personnel, and negotiate, defend, or settle matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently standing or walking. The employee occasionally lifts light objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Senior Planner, Economic Development Manager, and Senior Code Enforcement Officer.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
