JOB SUMMARY:

 

Plans and directs daily activities of Hall County Development Services Permitting Division. Responsible for the effective and efficient processing of all building permits that flow through the Permitting Division.  Serves as the advocate for all permits and ensures that timely issuance of permits occurs.  Requires the ability to effectively communicate with other departments and divisions within and outside the organization to meet this requirement.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

 

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals; conducts interviews and makes hiring recommendations; coordinates staff training. 

 

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise. 

 

Supervises administrative operations of the Permitting Division; oversees and coordinates unit projects and activities; monitors status of projects/workflow to ensure quality, troubleshoots problem situations, and ensures timely completion of work; coordinates communications and conveys information among unit personnel; coordinates, conducts, or attends staff meetings to review department plans, progress, budgets, and other activities; conducts special projects as needed. 

 

Monitors significant projects and provides frequent communication with applicant or client regarding the status of submissions and permit approval.

 

 

Manage and oversee the processing of applications for various permits; as well as reviews and ensures conformity and compliance to County standards and ordinances whereby all necessary information is provided on and/or with the application. 

 

Interfaces with various county departments when necessary regarding the status of the client's application or permit. Coordinates and tracks the progress of assigned projects; monitors status of the permit; performs follow-up of identified problems; communicates, and coordinates with county staff and officials to troubleshoot specific problem situations that are impeding the progress of the application or permit; implements corrective action as necessary to move the project thru the internal processes required during the approval process.

 

Monitor, manage, oversee, and report on the approval workflow of applications for various permits to ensure permits are processed in a timely manner and promptly issued.

 

Meets with residents and members of the building/construction community regarding projects and County policies/procedures; answers questions and explains related issue.

 

Communicates to the client any non-compliance issues and corrections required for plans to achieve compliance with codes; explains the necessary corrections needed to be made to plans to meet compliance prior to issuance of permits.

 

Monitor all fees collected and properly apply to processed permits. 

 

Monitor the performance of divisional permitting activities on a continuing basis, taking appropriate steps to improve its efficiency and effectiveness. 

 

Act as reviewer and evaluator to permitting processes for the Division to ensure that issues and concerns are being appropriately evaluated, investigated, and resolved. 

 

Act as a subject matter expert of the Codified Ordinances related to the various permits issued and enforced by this Division. 

 

Institute and maintain an effective outreach and communication program on requirements. 

 

Conduct and attend meetings of various internal and external stakeholders as it relates to permitting. 

 

Develop and periodically review and update standard operating procedures to ensure continuing currency and relevance in providing guidance to management and employees; Assists in developing, updating, and implementing policies and procedures for assigned unit/department; evaluates efficiency and effectiveness of department operations, methods, procedures, and use of resources; recommends policy changes to enhance workflow; implements operational improvements or organizational changes as needed. 

 

Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations or violations. 

 

Oversees and assists with processing of a variety of documentation associated with department operations within designated timeframes and per established procedures; receives, reviews, records, types, and/or distributes documentation; enters data into computer systems; logs, tracks, or maintains records regarding department activities; compiles data for further processing or for use in preparation of department reports; maintains computerized and/or hardcopy records. 

 

Compiles and/or monitors various administrative and/or statistical data pertaining to unit/department operations; performs research and makes applicable calculations; analyzes data and identifies trends; summarizes data and prepares reports, graphs, and charts. 

 

Supervises and performs customer service functions; provides information/assistance regarding unit/department services, activities, locations, procedures, timeframes, documentation, fees, or other issues; distributes forms and documentation as requested. 

 

Responds to complaints and questions related to unit, division, or department operations; provides information, research problems, and initiates problem resolution; resolves situations involving complex issues or upset/angry customers. 

 

 

Maintains file system of various files/records for the department/division; prepares and sets up files; sorts/organizes documents to be filed; files documents in designated order; retrieves/replaces files; shreds/destroys confidential or obsolete documents. 

 

Maintains updated permitting information on department webpage and makes modifications to department webpage as authorized by Department Director. 

 

Communicates with supervisor, employees, other departments, County officials, attorneys, vendors, customers, the public, state/federal agencies, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. 

 

Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

MINIMUM QUALIFICATIONS REQUIRED:

 

Education and Experience: 

 

Associate’s Degree in Business Administration or related field; supplemented by five (5) years of experience and/or training that includes office management, supervision, budget administration, office administration, customer service, record management, personal computer operation and progressively responsible experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

 

Licenses and Certificates:  

 

Must obtain and maintain ICC Permit Technician Certification within twelve (12) months of hire. 

 

Requires possession and maintenance of valid State of Georgia Notary Public certification. 

 

Requires possession and maintenance of valid State of Georgia driver’s license.

 

 

Knowledge, Skills, and Abilities:  

 

Knowledge of public administration principles and practices. 

 

Knowledge of urban planning, urban design and development, regulations theory and practice.  

 

Knowledge of legal procedures in building and zoning code enforcement.  

 

Ability to formulate goals, identify needs, develop and implement strategies.

 

Ability to conduct research.  

 

Ability to read and interpret construction and development plans and specifications.  

 

Ability to communicate effectively with citizens and divergent special interest groups.

 

Ability to establish and maintain an effective working relationship with the general public, elected officials and appointed boards.

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

 

Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.

 

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours. 

 

Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

 

 

Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
