JOB SUMMARY
This position is responsible for administering the city’s building code by supervising building plan review and inspection processes.
MAJOR DUTIES
- Directs the day-to-day operations of the Building department to ensure the proper enforcement of state-mandated construction codes; coordinates enforcement with state and local agencies.
- Assists in ensuring compliance with relevant city codes and ordinances.
- Serves as the city’s Floodplain Manager and ADA Coordinator; ensures compliance with related regulations.
- Assists the Development Director with special projects, reviews, and reports.
- Trains, assigns, directs, supervises, evaluates, counsels, and disciplines personnel.
- Provide information and code interpretation for architects, engineers, contractors, homeowners, and the general public.
- Supervises and assists staff with plan reviews, building inspections, permitting, and other tasks.
- Reviews architectural drawings, law books, policy manuals, code books, and electrical, plumbing, and mechanical diagrams.
- Works with Development Director to develop and amend ordinances, pricing schedules, etc.
- Creates and amends documents necessary for the administration of the department, including policies and procedures, permit application forms, public notices, etc.
- Develops department budget requests and manages approved funds.
- Purchases and maintains equipment and tools, including vehicles, inspection equipment, testing equipment, office supplies, etc.
- Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of building codes, zoning regulations, city ordinances, and ADA requirements.

SUPERVISORY CONTROLS
The Development Director assigns work in terms of department goals and objectives. Work is reviewed through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include ADA standards, floodplain regulations, state-mandated codes, city codes and ordinances, state laws, and city policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied management, enforcement, plan review, construction inspection, and supervisory duties. Strict regulations and the unique nature of each projects contribute to the complexity of the position.
- The purpose of this position is to administer state mandated construction codes and city ordinances. Successful performance ensures that construction in the city is in compliance with relevant codes and regulations.
CONTACTS
- Contacts are typically with co-workers, other city personnel, property owners, design professionals, contractors, developers, property owners, elected and appointed officials, and members of the general public.
- Contacts are typically to exchange information, motivate persons, justify or defend matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently sitting, standing, stooping, bending, or crouching. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work required the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Senior Building Inspector/Plan Reviewer, Commercial Inspector/Plan Reviewer, and Permit Technician.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
.Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require five years of related experience in one or more of the major construction trades.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
- Must be certified as a “Code Enforcement and Administration Professional” by the Southern Building Code Congress International or a “Master Code Professional” by the International Code Council.
- Must become a “Certified Building Official” through the International Code Council within one year of hire.
- Must obtain the “Certified Housing Code Official” designation from the International Code Council within one year of hire. A “Housing Rehabilitation Code Enforcement Officer” certification from the Southern Building Code Congress International will be accepted as a substitute.
- Must become certified as Duct and Envelope Tightness Verifier, through a program recognized by the State of Georgia, within one year of hire.
- Must successfully complete FEMA floodplain management training and become a “Certified Floodplain Manager” within two years of hire.
