JOB SUMMARY

This position oversees departmental purchasing, warehouse activities, meter technologies, locating infrastructure/facilities and a wide variety of duties relevant for the city’s electric utility services, including but not limited to managing administrative tasks and projects. 

MAJOR DUTIES

  • Supervises the procurement of goods and services in accordance with applicable federal, state, and local laws, ordinances, policies, and procedures.
  • Manages procurement process for entire department.
  • Manages metering infrastructure.
  • Manages locating services.
  • Assists the Power Superintendent in managing administrative tasks and projects. 
  • Directs the work of a crew of personnel; ensures compliance with all safety rules and regulations.
  • Receives and prioritizes work orders; organizes job labor and divides duties between crew.
  • Monitors and maintains inventory levels; reorders supply when needed.
  • Verifies accuracy of orders received; resolves errors with suppliers.
  • Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
  • Reviews prices, quotes, and product information to ensure cost efficiency and product quality.
  • Monitors expense accounts to ensure the availability of funds for current and future purchases.
  • Authorizes payments by collecting receiving documents and forwarding to Finance Department.
  • Assists with Power division project planning, project administration, capital planning and forecasting.
  • Maintains files and records.
  • Advises department personnel on the availability and timeline for delivery.
  • Reviews annual budget and advises the Director needed changes to account totals in future budgets.
  • Performs related duties.                                                 

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of laws, policies, and procedures governing public procurement.
  • Knowledge of available vendors and current prices.
  • Knowledge of budgeting and accounting practices.
  • Knowledge of the principles of inventory control.
  • Knowledge of the principles of file and records management.
  • Knowledge of city, state, and federal procurement rules and regulations.
  • Skill in the training and supervision of personnel.
  • Skill in assessing, identifying, and implementing solutions to complex problems.
  • Skill in the use of computers and job-related software programs.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The Power Superintendent assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include Georgia Municipal Association purchasing policies, state and federal purchasing regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. 

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management and supervisory duties.  The variety of goods and services, strict regulations, and strict timelines contribute to the complexity of the position.
  • The purpose of this position is to supervise department purchasing and warehouse, metering and locating activities. Successful performance ensures the provision of all necessary tools, material, and equipment in support for department operations.  The position also assists in project administration, coordination and management.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
  • The work is typically performed in an office, stockroom, or warehouse. The work may be performed outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Warehouse and Inventory Control Coordinator, Utility Meter Technician, and Utility Locator.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
