Assistant Finance Director

JOB SUMMARY
This position is responsible for assisting the finance director with the day to day operation of the finance department.
MAJOR DUTIES
• Assist the Finance Director in administering the County’s financial affairs, serving as a source of knowledge on the proper application of Generally Accepted Accounting Principles and implementing new accounting pronouncements and standards.
• Assist with accounting activities and supervision of accounting staff, ensuring accounting activities are in accordance with established statutes, laws, and ordinances.
• Prepares budget amendments for review by the Finance Director.
• Ensures compliance with the Governmental Accounting Standards Board (GASB) requirements.
• Assists with administering federal and state grants, ensuring compliance with grant regulations.
• Provide support in assigned functions which may include Accounting, Grants, Payroll, Purchasing Accounts Payable, Property Accounting, Property Damage, Revenue and Receivables, Asset, Cash and Financial Reporting.
• Assists the Finance Director in compiling data necessary for the annual financial audit.
• Assist the Finance Director with annual budget preparation, and work with all departments in the preparation of reports and schedules.
• Assist the Finance Director with securing financing when necessary.
• Respond to governmental agencies and authorities, and request for information to include annual surveys.
• Assist with providing information to the County Manager, Board of Commissioners, other elected officials, and department heads regarding financial matters as assigned.
• Assist Finance Director in preparing monthly budget reports and monitors expenditures; works with department heads to manage budgets; prepares other finance reports as requested.
• Assist with reviewing ledger for errors and omissions; reconciles subsidiary ledgers to general ledgers.
• Attends a variety of meetings. • Assist with collects and appropriately disburses SPLOST funds; monitors payments to ensure compliance with guidelines; publishes annual SPLOST report.
• Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
• Knowledge of generally accepted accounting principles (GAAP).
• Knowledge of Governmental Accounting Standards Board (GASB) guidelines.
• Knowledge of investment and banking policies. • Knowledge of budget development and management principles.
• Knowledge of local government operations.
• Knowledge of relevant federal and state laws.
• Knowledge of public finance and fiscal planning.
• Knowledge of computers and job-related software programs.
• Skill in identifying and solving problems.
• Skill in the supervision of personnel.
• Skill in researching information and preparing complete and accurate financial reports.
• Skill in interpersonal relations.
• Skill in oral and written communication.
SUPERVISORY CONTROLS
The Finance Director assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of departmental activities.
GUIDELINES
Guidelines include GAAP, GASB guidelines, Georgia Financial Audit Reporting requirements, Georgia Department of Revenue guidelines, the GFFOA Blue Book, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY/SCOPE OF WORK
• The work consists of varied accounting, management, and supervisory duties. Strict deadlines and the need for accuracy contribute to the complexity of the position.
• The purpose of this position is to assist the Finance Director with the county’s financial operations. Successful performance in this position facilitates the work of all county departments.
CONTACTS
• Contacts are typically with co-workers, employees in all county departments, elected and appointed officials, representatives of business and civic organizations, bank personnel, consultants, school district personnel, vendors, representatives of state agencies, and the general public.
• Contacts are typically to exchange information, resolve problems, motivate person, justify and settle matters, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
• The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
• The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has supervision responsibilities as assigned by Finance Director.
MINIMUM QUALIFICATIONS
• Bachelor’s degree in a course of study related to the occupational field.
• Three years of related experience required.
• A combination of education and experience necessary to provide the requisite qualifications for the position may be considered.
PREFERRED QUALIFICATIONS
• Master’s degree in a course of study related to the occupational field preferred.
• Certification as a Government Finance Officer preferred.
• CPA preferred.
