Finance Clerk Grade 17 Salary: $46,467.20 ($22.34 hr) to $50,190.40 ($24.13 hr)

PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform clerical/financial work functions associated with preparing, processing, and maintaining financial records and functions.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Report, reconcile, and record general ledger activity, including journal entry processing.
Provides accounts receivable backup to include billings, deposits, and grant revenue backup.
Provides payroll backup and quarterly/annual tax filings backup.
Provides accounts payable backup.
Reconciles various bank statements monthly.
Manages the County’s fixed asset system, which includes but is not limited to, identifying and updating construction in progress, additions, disposals, donations, transfers and asset depreciation relating to equipment, roads, vehicles, buildings, improvements, and infrastructure.
Establishes effective working relationships with shared services departments to facilitate optimal financial performance.
Maintains the subscription-based information technology arrangements (SBITA) including updating notebooks and spreadsheets as changes occur.
Completes time sensitive, high priority projects that facilitate and enhance decision-making along with preparation of special studies which analyze part of the operations as directed.
Assists with the preparation of the annual audit including providing schedules and reconciliations as requested from the auditor.
Performs other related duties as assigned.
ADDITIONAL FUNCTIONS
May provide notary services.

KNOWLEDGE, SKILLS, AND ABILITIES
Proficiency in Microsoft Excel & Microsoft Word.
Experience with Munis ERP Financial Systems preferred.
Experience with Georgia Uniform Chart of Accounts preferred.
Knowledge of GAAP and GASB Standards.
Knowledge of fixed asset accounting.
Knowledge of payroll processing.
Knowledge of accounts payable processing.
Knowledge of accounts receivable processing.
Skills in analysis, preparing reports, managing multiple projects.
Ability to work well within a team and individually.
Ability to follow directions and meet deadlines.
Ability to adapt to new technology.
MINIMUM QUALIFICATIONS
Preference to individual with a knowledge of accounting principles demonstrated by having obtained a bachelor’s degree in accounting, finance or a related course of study; or accounting work-related experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be able to operate a variety of automated office equipment including a computer, printer, typewriter, copy machine, facsimile machine, check signer, postage meter, calculator and telephone. Physical demand requirements are at levels of those for light work.
DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, legal documents, reference materials, policy manuals, and procedural manuals.

MANUAL DEXTERITY: Requires the ability to handle a variety of items, automated office equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
COLOR DIFFERENTIATION: May require the ability to discern color.
