JOB SUMMARY

This position is responsible for the enforcement of City codes and ordinances.

ESSENTIAL FUNCTIONS

  • Performs duties as a sworn officer of the Peachtree City Municipal Court; prepares and presents cases and testifies on behalf of the City.
  • Monitors and conducts field inspections to ensure compliance with City codes, adopted ordinances, development agreements, conditions of approval, and related regulations.
  • Responsible for storm water inspections and enforcement.
  • Issues notices and orders for the proper repair or removal of violations.
  • Receives and records reports of violations and alleged violations from citizens and takes action to correct such violations.
  • Provides information and explanations of codes and ordinances to citizens, property owners, contractors and developers.
  • Analyzes field inspections to determine compliance or non-compliance.
  • Prepares forms to issue warnings for violations; maintains accurate reports and records regarding inspection activities.
  • Pursues, through legal actions, recourse available for inspection when entry is denied; prepares, seeks and implements judicial orders and warrants.
  • Prepares documentation for the placement of liens upon property.
  • Checks and monitors City facilities for violations of City ordinances, codes and regulations.
  • Identifies safety hazards at City facilities and reports through appropriate channels.
  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of code enforcement inspection principles and practices a plus.
  • Knowledge of computers and job-related software programs.
  • Knowledge of property records research principles a plus.
  • Knowledge of relevant federal and state laws, City ordinances, and department policies and procedures a plus.
  • Skill in the use of photographic equipment.
  • Skill in file management.
  • Skill in creative problem solving.
  • Skill in prioritizing and planning.
  • Skill in interpersonal relations, including being assertive when appropriate.
  • Skill in oral and written communication.
  • Ability to monitor, interpret, and enforce development-related agreements and conditions of annexation and zoning approval.

SUPERVISORY CONTROLS

The Senior Code Enforcement Officer assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

GUIDELINES

Guidelines include the Municipal Code of Ordinances, adopted International Code Council ordinances, City policies, and department procedures. These guidelines are generally clear and specific, but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of related code enforcement duties. Strict regulations and the unique nature of each property contribute to the complexity of the position.
  • The purpose of this position is to enforce codes and ordinances. Successful performance contributes to an improved quality of life for citizens of the City.

CONTACTS

  • Contacts are typically with coworkers, elected and appointed officials, representatives of other governmental agencies, property owners, property managers/agents, tenants, business owners, business managers, and the general public.
  • Contacts are typically to exchange information, motivate persons, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while intermittently sitting, standing or stooping. The employee frequently lifts light and occasionally heavy objects, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Ability to pass required testing to obtain certification for International Property Maintenance Inspector through the ICC and Level IB Certified Inspector through the Georgia Soil and Water Conservation Commission within six months of hire or placement and ability to obtain re-certifications when necessary.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
