The Superior Court of Fulton County Georgia (“Court”) has an exciting opportunity for an experienced Financial Administrator.
Job Summary:
The purpose of this classification is to plan, direct and manage budgeting, grant administration and other fiscal operations for the department as needed.
Essential Duties:
This job description indicates, in general, the nature and level of work, knowledge, skills, abilities, and other essential functions (as covered under the Americans with Disabilities Act) expected of the incumbent. Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Manages department budget: develops budge parameters; prepares budget submissions; prepares and submits travel and training documentation, Journal Entry (JV) requests, and transfer balance requests; receives, reconciles, prepares and submits cash receipts; implements approved budget; monitors expenditures; ensures expenditures are charged to appropriate accounts.
Prepares, manages and monitors budget for the entire department: provide advice and direction regarding evaluation and funding policies; prepares and makes recommendations to the Board of Commissioners; develops and implements policies and procedures; ensures compliance with County procurement and competitive bid processing guidelines; maintains related documentation.
Monitors and controls financial resources; disperses funds; performs cost control activities; monitors expenditures against approved budget; prepares budget documents; meets with managers regarding budget concerns.
Establishes and maintains internal financial controls and accountability; ensures compliance with established procedures and standards; verifies accuracy and completeness of financial activities and reports; identifies and resolves financial related problems and/or errors. Prepares a variety of financial reports for presentation at meetings of the Board of Commissioners.
Manages department administrative operations: determines procurement and training needs; works with department managers to address procurement, fiscal, operational policies, manages procurement and bidding processes for the department.
By position assignment, may administer granted funding: identifies funding opportunities; coordinates and completes grant applications; submits grant applications to appropriate County personnel for approval and grantors for consideration; manages granted funds; maintains and submits all related documentation
Serves on committees and special projects such as Gender Equality Initiative, EEO/ADA committees, etc. attends meetings; prepares and submits reports; disseminates information to agency staff as needed.
Manages department information technology systems and needs: assesses software, hardware and telecommunications needs and systems; provides end-user support; troubleshoots problems; provides information and direction; resolves issues or contacts IT department as needed.
Ensures departmental compliance with all ADA, EEOC, Title VI and other County rules, guidelines, policies and procedures: monitors work activities: and initiates any actions necessary to correct deviations or violations.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including invoices, purchasing tabulation sheets, and budget documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including budget overview, awards summary documents, procurement recommendation letters, and employee performance evaluations; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates or uses various equipment and supplies in order to complete work assignments: operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates with County officials, supervisor, other employees, third party service contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Minimum Qualifications:
Master's Degree in Business Administration, Finance, Accounting, Public Administration or related filed; supplemented by five years of experience in financial administration, budget management or related field, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Physical Requirements:
Work is typically performed in an office-like environment. May work in high conflict situations and with difficult, sometimes dangerous parties. Positions in this class are typically required sitting, mobility, lifting, carrying, crouching, kneeling, reaching, twisting, grasping, pushing/pulling, talking, hearing, seeing. Restrain a resident using non-violent crisis intervention.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and /or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
