Job Summary:
The City of Riverdale, Georgia, is seeking an innovative, strategic thinker with outstanding financial, management, and communication skills to serve as the City’s Director of Finance. This position is an Executive-level position and reports directly to the City Manager. The Finance Director is responsible for the overall administration of the City’s finances and budget. The Finance Director oversees city-wide accounting and budgeting operations, including fund management, procurement, payroll, audits, and financial record keeping. Coordinates fiscal activities and communications to meet organizational accounting needs. Collaborates on business strategy, assisting in policy development to fulfill the City’s mission. Supports daily financial accounting operations and supervises finance staff and the operations of Business Services.
Minimum Qualifications Requirements:
Bachelor’s degree in Finance, Accounting, and Business Administration, plus
- 5-7 years experience in government financial management, or
- Equivalent combination of education and experience.
- Minimum 3 years management-level experience.
The Preferred Candidate Will:
- Have a Master’s Degree in Finance, Accounting, Business Administration, or Public Administration.
- Have a Certified Public Accountant (CPA) or Certified Public Finance Officer certification.
- Have experience in preparing the yearly Comprehensive Annual Financial Report (CAFR).
- Have extensive government accounting experience at an accountant level or higher.
- Have experience in relevant budget software.
- Be proficient in managing debt and investments.
- Be skilled in billing and limited collections operations.
Major Duties:
- Directs and supervises the operations of the Finance Division for all City funds and departments; ensures training in correct methods and procedures; establishes priorities; monitors work; reviews and evaluates employee performance.
- Develops and administers financial and administrative policies and procedures.
- Develop comprehensive short and long-range financial and administrative plans to ensure the effective delivery of quality services to the public through the effective operation of all areas within the City’s funds.
- Assists the City Manager in preparing annual budget by issuing instructions and calendars to Directors; provides clerical and accounting assistance; organizes City funds and departmental budgets; compiles preliminary annual City budget for all City funds and submits it to City Manager.
- Manages and participates in the development and administration of the City’s budget, Capital Improvement budget, and Finance Department Budget; directs the monitoring and approval of expenditures; directs the preparation and implementation of budgetary adjustments, as necessary.
- Develops financial documents, tables, charts, for monthly comparison reports.
- Administers debt and investment administration of all City funds.
- Monitors revenues and expenditures and ensures sound fiscal control.
- Processes purchasing and contract administration.
- Maintains contracts and directs administration of City building maintenance, cleaning and repair.
- Reviews all City Funds and division/department budgets with Directors, City Manager and Mayor and Council.
- Attends budget meetings; prepares and presents reports to the City Council and various committees and commissions regarding the City’s financial matters.
- Accounts for all monies received by the City and ensure funds are properly deposited into City accounts; ensures timely and appropriate investments of funds; ensures departments receiving monies follow procedures, as required by City policy.
- Oversees the processing and distribution of payments and payroll, payment inquiries from vendors, and follows-up on and resolves related problems.
- Supervises bookkeeping operations for all City funds and departments including financial statements, record of encumbrance, accounts payable and receivable, audits, bank reconciliation, payroll.
- Reviews completed documentation for accuracy of coding and completeness of information.
- Ensures proper implementation of millage rate including compliance with state laws and interpretation of tax digest.
Knowledge Required by the Position:
- Advanced knowledge of principles and practice of local government financial operations.
- Advanced knowledge of Generally Accepted Accounting Principles (GAAP), as issued by the Government Accounting Standards Board (GASB).
- Advanced knowledge of Governmental fund accounting.
- Advanced knowledge of Governmental Accounting Standards Board requirements.
- Advanced knowledge of statistical methods, techniques and financial report preparation.
- Knowledge of bond markets and ratings, trend analysis and financial forecasting.
- Knowledge of human resources requirements including EEOC, FMLA and FLSA.
- Knowledge of administrative practices and principles including goal setting, program budget development and implementation.
- Knowledge of City ordinances, City investment policies and bond agreements, property tax allocation, Federal and State payroll taxes and laws governing local Governments.
- Knowledge of general office procedures, policies and equipment.
Ability Required by the Position:
- Ability to manually calculate tax bills and perform complicated mathematical calculations and analysis.
- Ability to interpret and apply related Federal, State and Local Laws.
- Ability to apply sound administrative and fiscal practices.
- Ability to write clear, comprehensive explanatory texts to accompany financial reports.
- Ability to prepare accounting/financial data projections and reports.
- Ability to communicate clearly and effectively, both orally and in writing.
- Ability to supervise the work of department staff including, coordinating, assigning, monitoring, and evaluating work; hiring, training, counseling, and disciplining staff; and processing grievances.
- Ability to establish and maintain effective working relationships with staff, City employees, City officials and the general public.
- Ability to resolve complex problems that require the evaluation of alternative methods or solutions.
- Ability to perform or supervise the performance of a variety of projects, receive unexpected top-priority assignments, and solve interpersonal or procedural problems simultaneously amidst frequent interruptions.
- Ability to act as a financial advisor to the City Manager, Mayor, and City Council.
- Ability to deal tactfully and courteously with the general public and sometimes difficult and trying circumstances (customer service).
- Ability to work accurately with detailed records and complex information.
- Ability to work independently.

- Work is performed under the direct supervision of the City Manager.
