PURPOSE OF CLASSIFICATION

This position is responsible for coordinating public relations services for Glynn County by assisting divisions with publicity for annually observed events, groundbreakings, ribbon-cuttings, and other special occasions. This position focuses on a broad range of public affairs, communications issues, and policies, ensuring that division decisions effectively protect the County's interests. Additionally, this position includes supervisory responsibilities and oversees the Web & Digital Content Administrator position.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Facilitates media releases that promote a positive community image and informs the public about key issues and emergency situations.
  • Develops and implements communication strategies for the organization including the preparation of cost budgets. Responds to inquiries from the media, prepares and distributes news releases, and makes statements to the media.
  • Writes speeches, prepares visual aids, and makes public presentation to organizations and special interest groups.
  • Oversees production of visual (film or video) and audio electronic material including content management and review of County's website. Oversight of County website and website administrator and is responsible for keeping website information current.
  • Designs graphics, programs and flyers for newsletters and various county functions and events. Organizes special events and functions.
  • Conducts/organizes internal communication courses, workshops, and media training.
  • Designs, develops, organizes, and controls the communication of the County's strategic plan and all related messaging to internal & external audiences.
  • Plans, leads, organizes, and controls print, web, and TV media so as to enhance the County's image and communicate County issues, actions, and services.
  • Provides oversight of written publication processes, including writing articles, preparing and/or editing publications, and presentations.
  • Facilitates between the County and all partner agencies & organizations on all media and communication relations.
  • Supervises directs and evaluates assigned staff, including the Web & Digital Content Administrator, by processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Develops work schedules, assigns tasks, and monitors staff workload to ensure deadlines are met and quality standards are maintained.
  • Provides training and professional development opportunities for staff to enhance skills and maintain compliance with county policies and procedures.
  • Reviews and approves staff work products, including website updates, digital content, and public relations materials, for quality and consistency.
  • Conducts regular team meetings to communicate priorities, address concerns, and ensure alignment with the department’s goals and objectives.
  • Performs various administrative tasks including writing correspondence, maintaining records, compiling and analyzing data, and conducting research.
  • Administers contracts with printers, public relations agencies and other suppliers. Consults with legal staff to assure compliance with public information laws.
  • Develops goals and objectives, sets priorities, develops work plans and monitors and measures program effectiveness for services provided.
  • Develops and administers budget for public communication and public relations program; may present/defend budget at budget work sessions and budget hearings to County Board of Commissioners; monitors expenditures to ensure compliance with approved budgets.
  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, personnel/payroll, Internet, email, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
  • Communicates with supervisor, other departments, department supervisors/managers, county officials, employees, applicants, attorneys, vendors, the media, state/local agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

MINIMUM QUALIFICATIONS

Bachelor's degree in communications, public relations, public administration or a related field with a high- level knowledge of media relations and skilled knowledge of audio-visual equipment and presentation software is required, or an equivalent combination of training and experience can substitute for the degree; Master's degree preferred. Five or more years of experience in media relations, government relations, and/or community relations including spokesperson responsibilities for a complex public or private organization desired.
