General Nature of Work

This is responsible administrative and fiscal work in maintaining records and documents for the Mayor and Council.  Records and maintains all Council meeting minutes, provides administrative assistance to the Mayor, City Council and City Administrator.  Serves as the official custodian of records for the City. Duties are performed under the limited supervision of the City Administrator.  Appointment to the Clerk position is by the Mayor and City Council.

 

Examples of Work

  • Serves as official record keeper for the Mayor and Council.
  • Attends all regular and special called meetings of the Mayor and City Council, as required.
  • Prepares and maintains all official minutes of all City Council meetings; securely files minutes, records, and other official documents; serves as custodian of corporate seal and affixes seal to bonds, deeds, contracts, reports and other documents and supervises their transmittal and filing in appropriate books; keeps and records all ordinances, laws and resolutions passed or enacted by the City Council in appropriate books.
  • Signs, seals, notarizes and certifies City documents as needed,
  • Ensures that ordinance changes are codified and recorded in Municode.
  • Oversees and maintains City’s records management systems; creates and maintains permanent files as required by law; research records as needed; retains and destroys records as required by law.
  • Assist in writing and drafting correspondence, proclamations, resolutions ordinances, intergovernmental agreements and memoranda.
  • Assists in preparing meeting agendas and Council information packets.
  • Maintains confidentiality with all matters pertaining to the Mayor and City Council on all matters as allowed by law.
  • Receives a variety of telephone and personal inquiries from the public regarding City operations and policies; answers inquiries or directs to the proper person.
  • Assist in coordinating special events, tours and presentations.
  • Supervises the election process and serves as City Voter Registrar.
  • Qualifies candidates for City elections and files campaign reports.
  • Ensures Mayor and Council members abide by the required State filing each year.
  • Assists the City Administrator in preparing various reports.
  • Assists the City’s financial staff in coordination of the annual audit.
  • Reports monthly, quarterly and annual sales tax.
  • Generate W-2 and 1099 reports.
  • Maintains files and records of all City vehicles as required by insurance agency and City.
  • Serves as Downtown Development Authority Secretary by attending meetings and preparing minutes.
  • Serves as Planning & Zoning Commission Secretary by attending meetings and preparing minutes.
  • Assists in gathering documents required for Annual City audit.
  • Supervises the City Municipal Court employees. (Two)
  • Communicates with the City Administrator regarding Municipal Court including but not limited to developments or situations that may arise within the court, recommendations for training, performance, disciplinary or other corrective action needed.
  • Interacts with current and prospective citizens and businesses to answer questions and address concerns; tracks and resolves complaints.
  • Evaluates and pursues grant opportunities that would benefit the City of Cuming.
  • Prepares and/or assists in writing grant proposals.  
  • Advises City Department on Grant opportunities and assists in preparation of necessary documents pertaining to said Grant opportunities.
  • Recieves, and whenever possible, resolves citizen complaints (including unsusal and/or especially problematic issues) or directs to the appropriate department.
  • Provides information to the Public regarding the Mayor’s office and other City services.
  • Evaluated employee work performance.
  • Performs other related duties as required.

 

Necessary Knowledge, Skills and Abilities

  • Considerable knowledge of municipal laws, policies, codes and regulations.
  • Knowledge of modern records management systems.
  • Ability to read, analyze and interpret complex documents.
  • Ability to recognize that certain information may be confidential in nature.
  • Ability to establish and maintain effective working relationships with employees, department heads, City Officials and the general public.
  • Knowledge of or ability to learn City ordinances, policies and procedures.
  • Ability to work under limited supervision.
  • Ability to maintain an organized office environment.
  • Skilled in conflict resolution.
  • Skilled in prioritizing and organizing work.
  • Ability to adapt and respond to changing situations in a flexible manner in order to achieve goals.
  • Knowledge of basic accounting principles, practices and procedures.

 

Desirable Education, Training and Experience

B.S. or B.B.A. Degree in Public or Business Administration preferred; experience should include progressively responsible positions in office management and supervision or an equivalent level of similar, qualifying training and experience.

 

Necessary Special Requirements

  • Possess, or attain Municipal Clerk Certification within two years of employment.
  • Ability to be bonded.
  • Possess, or attain Notary
  • Possess, or attain Municipal Court Clerk Certification in a timely manner.
  • Possess, or attain Municipal Qualifying Certification in a timely manner.

 

Minimum Physical Requirements

Must be able to exert 20 pounds of force occasionally and 10 pounds of force frequently.  Physical demands are at levels of those of sedentary work.
