Purpose of Classification:

Under the direction of the Fire Chief, the purpose of this position is to direct, manage, supervise, and coordinate Emergency Preparedness activities and operations within the City of Sandy Springs, including goals, objectives, policies, procedures, preparation, research, analysis, forecasting, grant management, and contract administration. The normal daily role is to act on behalf of the Fire Chief to build local readiness and community resilience by developing local emergency plans, in coordination with the county, state, and federal government. Work also involves liaison to the North Fulton Regional Radio Authority, and management of information technology and communication equipment related to emergency preparedness. 

Develop and implement emergency preparedness programs for City employees and the whole community. Responds to emergencies, prepares reports, conducts research, and writes correspondence on behalf of the Division of Emergency Management
 
 Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Represent the Fire Chief with senior management and operations staff at all local, state and federal agencies, the private sector, public authorities and non-profit organizations involved in emergency response activities for the City. 

Develop and implement emergency preparedness programs for City employees and the whole community. 

Maintains the EOC and associated equipment in a ready state for activation.

Coordinates assistance efforts before, during, and after emergencies, disasters, and for pre-planned events.

Participates in community outreach programs and provides oral presentations concerning All-Hazards preparedness. Responds to public inquiries both orally and in writing concerning emergency management activities.

Upon activation of the EOC, provides Emergency Management guidance and subject matter expertise in accordance with the planning process and activation protocols, including but not limited to facilitating and guiding situation reports (SitReps) and Incident Action Plans (IAP), public messaging and notification, resource requests and supply chain management. Performs other emergency management functions to support the EOC during activations, with and without notice, planned events, and exercises. 

Administers and assists Activation Personnel in the usage of the emergency operations software (webEOC) systems. 

Performs routine checks, inventory and maintenance of Emergency Management resources under the purview of the Fire Chief. 

Maintains membership(s) in Emergency Management related professional associations. 

Develops an effective emergency program and serves as the key leader in planning, coordination of operations, and community liaison to build the emergency preparedness program. 

Under the guidance and direction of the Fire Chief, coordinate the City's emergency response activities. 

Serves as liaison to private sector stakeholders, including businesses, hospitals, civic organizations, homeowner associations, and individuals. 

Maintains coordination with local and state governmental departments and agencies, utilities, and industry during any type of emergency. 

Supervises, coordinates, and maintains the daily operations of the City's emergency preparedness program. 

Maintains the Emergency Operations Center (EOC) in a continuous state of readiness. 

Prepares and revises the City Emergency Operations Plan (EOP), the City Continuity of Operations Plan (COOP), and the Hazard Mitigation Plan as needed. 

Assists local government departments/agencies in the preparation of that departments SOPs in support of the EOP. 

Reviews and makes recommendations to businesses, industry, hospital, and nursing homes on the preparation of their emergency plans to ensure they are workable within the framework of the local and state plans. 

Develops and coordinates mutual aid agreements with other agencies and adjacent counties.

Works with City departments to prepare and manage the local emergency preparedness budget. 

Prepares the required budget and staffing patterns paperwork for GEMA, which qualifies the local EMA for GEMA and FEMA funds. 

Organizes, coordinates, and tracks required FEMA/GEMA training for public safety and volunteer first responders. 

Prepares scenarios and procedures and coordinates training for local government officials, utilities, and volunteers in conjunction with the exercising of emergency plans. 

Ensures the EOC is staffed with knowledgeable qualified personnel and makes training and exercises available to these personnel. 

Makes the public aware of the emergency plans and procedures that are in place and the public's part in making these plans and procedures work. 

Works with the Red Cross and DFACS to ensure that adequate facilities are available to shelter citizens should the need arise. 

Serves as the staff lead of the Sandy Springs Emergency Planning Committee (SSEPC). 

Interprets and applies all federal and state directives that apply to emergency management and departments supporting EMA. 

Answers inquiries from citizens concerning emergency plans and procedures. 

Utilizes computer models and various weather service products, stays abreast of current weather conditions and advises city/county administrators and/or department heads of any action that may be needed. 

Works off-hours (nights and weekends) as needed during emergencies. 

Coordinate with departments and IT on technology used in the EOC and at Chattcom. 

Manages the grant coordination and tracking process. 

Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, procedures, and general orders; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. 

Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures; maintains an awareness of new equipment, procedures, trends, and advances in the profession; reads professional literature; maintains professional affiliations; participates in continuing education activities; attends shift meetings, workshops, and seminars as appropriate.

May be required to be on call and/or work on various shifts, weekends, and/or holidays as deemed necessary when the Emergency Operations Center (EOC) is activated. 

May be required to operate a motor vehicle in performance of assigned tasks. 
 
 Additional Functions:

 Minimum Qualifications:

Bachelor's Degree in Emergency Management, Public Administration, or related field; Seven (7) years of continuous supervisory experience and/or training in the field of fire service management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. Must possess and maintain Georgia Emergency Management Basic Certification within 36 months of employment. 

Specific Knowledge, Skills, or Abilities: Knowledge of a variety of office equipment such as facsimile machines, photocopiers, and multi-line telephone systems. Skill in communication, both verbally and in written form. Ability to oversee and participate in the management and administration of the Emergency Preparedness Division within the Fire Department. Ability to oversee, direct, and coordinate the work of lower level staff. Ability to select, supervise, train, and evaluate staff. Ability to participate in the development and administration of department goals, objectives, and procedures. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Ability to interpret, apply, and ensure departmental compliance with applicable federal, state, and local policies, laws, and regulations. Ability to prepare Incident Action Plans (IAP's) for City events, weather incidences, and emergency incidences. Ability to prepare complex bids and specifications. Ability to operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Ability to communicate clearly and concisely, both orally and in writing. Ability to establish and maintain effective working relationships with those contacted in the course of work. Ability to use personal computer and software applications for creating spreadsheets, correspondence, presentations, reports, databases, etc. Proficient in spelling, punctuation, and grammar.

 ADA Compliance: 

Physical Ability: Tasks require the ability to exert heavy physical effort in heavy to very heavy work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to 100 pounds. Tasks may involve climbing and balancing, stooping, kneeling, crouching, and crawling, and generally involves lifting, carrying, pushing, and/or pulling, as well as extended periods of time at a keyboard or workstation. 

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.  Some tasks require the ability to communicate orally.

Environmental Factors: Work is performed both inside in an office environment and outside environmental conditions in which the employee is subject to workplace hazards including exposure to atmospheric conditions with extreme cold and heat for short periods of time. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
