Job Summary: Under the general supervision of the Water Superintendent, performs a wide variety of skilled, journey-level duties in support of the Automated Metering Infrastructure (AMI) including reading, building, programming, installing, activating, inspecting, diagnosing, replacing, and routing AMI meters; operates software related to AMI; generates AMI log summaries; submits AMI information to billing system; maintains AMI inventory; and performs related duties, as assigned.

Class Characteristics: The position of Automated Metering Infrastructure (AMI) Technician is a nonexempt level classification.

Essential Job Duties:

  • Performs a variety of skilled duties in support of the Automated Metering Infrastructure (AMI) including reading, building, programming, installing, activating, inspecting, diagnosing, replacing, and routing AMI meters.
  • Coordinates the installation of water meters with developers and contractors for new development; utilizes portable GPS devices and other programs used to coordinate meter service locations.
  • Installs, activates, programs, reads, inspects, diagnoses, routes, and replaces automated meters; programs and assigns water meters and transmitting devices to customer properties electronically.
  • Records field activity performed at job site on work order system utilizing mobile unit/tablet. Confirms that all necessary information is included on the work order including accurate meter, register and smart point information.
  • Manages, monitors, analyzes, troubleshoots, and ensures timely repairs of the AMI system, network, and associated equipment.
  • Completes service account maintenance tasks including turning off and locking meter for nonpayment; connection of water services for new customers; disconnection of water services for account closures; and re-reads meters as needed.
  • Oversees and tracks warranty equipment; inputs data for all meter repairs; scans, tracks, and prepares warranty items for shipping.
  • Monitors inventories and stock for all new water meters, repairs, and transmitting devices.
  • Investigates unusual or abnormal meter readings and customer complaints; re-read meters as necessary; identify and report meter discrepancies or malfunctions.
  • Inspects meters for damage, defects, and unauthorized connections and report irregularities.
  • Responsible for tracking, coordinating, and reporting on the status and trends of issues and returns to the manufacturer for repair or replacement.
  • Uses diagnostics tools to perform trouble shooting duties on all automated meters and determine cause of malfunctions.
  • Utilizes AMI software to perform operational duties such as generating log summaries and submitting information to the billing system; generates water usage and validation reports.
  • Ensures that customer issues related to the AMI and metering system are investigated and addressed in a timely manner.
  • Oversees and monitors AMI orphans and no-read reports, trouble tickets, high/low validation reports and make recommendations.
  • Manages the day-to-day AMI system health issues and activities.
  • Performs other duties and responsibilities as assigned.

Knowledge Required by the Position:

Practices, methods, techniques, tools, and equipment used in the reading, installation, testing, calibration, maintenance, and repair of small, medium, and large water meters that utilize AMI components.

  • Methods and techniques of troubleshooting AMI operational issues.
  • Methods and techniques of inventory control and warranty tracking.
  • Operation and minor maintenance of a variety of hand and power tools and vehicles.
  • Basic arithmetic.
  • City and mandated safety rules, regulations, and protocols.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Diagnose and repair a wide variety of small, medium, and large water meters.
  • Use precision and diagnostic instruments to test and calibrate water meters.
  • Interpret plans, specifications, related construction documents, and maps.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies, and procedures, and standards relevant to work performed.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Understand and follow oral and written instructions.
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. 

Supervisory Controls: Work in these positions is performed under the general supervision of the General Maintenance Supervisor.

Guidelines: Guidelines include City and departmental safety manuals, policies and procedures.

Complexity: The work consists of manual labor and technical duties 

Personal Contacts: Contacts are typically with co-workers and the public. 

Purpose of Contacts: Contacts typically occur to give and exchange information and provide services.

Physical Demands: Work is performed indoors and outdoors with the employee sitting, standing, walking, bending, crouching, carrying, pulling, balancing, kneeling, or stooping and may require physical exertion over moderately long periods of time.

  • The employee may lift light to heavy objects and use equipment requiring a high degree of dexterity.

Work Environment: Work is performed in an indoor and outdoor environment with or within water where the employee is exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, slippery or uneven surfaces, confined spaces, and possible sustained periods in hot, cold, or inclement weather.

  • Work also involves equipment operation in residential areas as well as in

heavy traffic.

  • Weekend, holiday and after-hours work are sometimes required, as well as after- hours response and emergencies.

Supervisory and Management Responsibility: None

Minimum Qualifications: High school diploma or GED required.

  • Two (2) years of experience in the installation, inspection, maintenance, and repair of residential, industrial, and commercial water meters.
  • Must maintain an acceptable Motor Vehicle Record (MVR) throughout employment.
  • Must possess and maintain a valid Georgia Driver’s License throughout employment.
