JOB SUMMARY

Oversees the work of a crew engaged in the installation, operation, maintenance, and repair of the distribution and operating facilities in the water and sewer system.

 

ESSENTIAL JOB FUNCTIONS

  • Directs work crews in laying and maintaining of water and sewer lines; oversees the installation of water taps, sewer taps, and fire line connections.

 

  • Assures storm water does not infiltrate the sewer system; inspects drainage and informs property owners of problems with drainage of storm water into the sewer; rechecks to assure the problems have been corrected.

 

  • Cleans clogged sewer lines and performs emergency and non-emergency repairs as necessary; adjusts manholes; tests sewers; measures and calculates flows.

 

  • Locates, uncovers, and repairs broken sewer lines and water lines; oversees the operations for the crew; operates machinery as needed; assures equipment is properly serviced and maintained.

 

  • Repairs fire hydrants and meter leaks; installs fire hydrants and water meters as necessary.

 

  • Construct taps and main extension tie-ins for the water and sewer system; draw maps of valves and manholes to ensure proper location.

 

  • Performs other related duties as required.

 

  • Employee subject to recall to duty in cases of emergency.

 

 

 

 

 

 

QUALIFICATIONS

 

Minimum Education and Experience:

High School diploma or equivalent and one (5) years experience in Utility Construction.

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

Required Licenses or Certifications:

Valid Class A Commercial Driver’s License and a satisfactory Motor Vehicle Record (MVR)

State of Georgia Water Distribution and Wastewater Collection Licenses.

Erosion Sedimentation Level 1A (Blue Card)

Confined Space Entry Competency

Trench Competency

Knowledge, Skills and Abilities:   

  • Knowledge of the principles, practices, and methods in water and sewer line construction and maintenance as well as the installation and repair of sewer and water taps, tie-ins, fire hydrants, and water meters.
  • Knowledge of the different sizes of water and sewer pipe and how to repair them
  • Knowledge of supervisory techniques and the ability to oversee and direct the work of maintenance crews.
  • Knowledge of the operations and safety precautions necessary in the operations of various types of machinery used in water and sewer line construction.
  • Ability to read and interpret blueprints and instructions on the water and sewer system
  • Ability to understand and follow instructions both orally and in writing.
  • Ability to communicate clearly and effectively, both orally and in writing.

 

This position is classified as safety-sensitive.  Incumbents will be subject to random drug/alcohol testing.
 
This safety-sensitive position is governed by the Federal Motor Carrier Safety Administration (FMCSA) drug and alcohol testing regulations.
 
Employees in this position are required to register with the FMCSA Clearinghouse and are subject to queries to determine whether drug or alcohol violation information exists in the Clearinghouse.

PHYSICAL DEMANDS

Must handle continuous outdoor activity, frequent standing, sitting ,walking, squatting, bending, twisting upper body, climbing, exposure to extreme heat, cold, noise, mechanical hazards, fume/odor hazards, toxic waste/material hazards. Must be able to work in confined spaces. Walk and work on slippery and uneven surfaces. Manual dexterity sufficient to grasp, hold objects and tools with full range of motion in wrists and arms. Hearing sufficient to understand conversations, both in person and on the telephone. Must be able to climb ladders, crawl across pipelines, lift or carry 50 pounds while climbing ladder or steep banks. Occasionally will be required to lift man hole covers weighing in excess of 50 pounds several times a day. 

WORK ENVIRONMENT

Work is typically performed outdoors, where the employee may be exposed to dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, irritating chemicals, and occasional inclement weather. The work requires the use of safety devices such as masks, goggles, or gloves.
