GENERAL STATEMENT OF JOB

This classification conducts administrative and highly technical engineering duties throughout the city to ensure compliance with applicable laws. 

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions:

  • Reviews engineering aspects of development plans, plats, and others to ensure compliance with applicable laws.
  • Evaluates the impact of the proposed project with regards drainage and storm water runoff, flood protection, grading and erosion control, stream buffer protection, zoning and land use appropriateness, and related issues; coordinates review with other departments and external agencies, approves plans for permitting and advise applicants.
  • Assists construction inspectors with field reviews of sites to determine method and process for resolving issues relating to impact of site construction on the community, proper installation of unusual designs, compliance with permitted construction plans, and compliance with applicable codes and ordinances.
  • Conducts meetings and other communication with all stakeholders regarding requirements for plan review and permitting, and to identify code conformance issues on commercial, residential, and other proposed projects prior to and during the formal review process.
  • Facilitates communication between owners, developers, project managers, contractors, engineers, other governmental agencies, the public, and other interested parties.
  • Assists customers in person, by phone, and through email; explains and clarifies applicable code relating to site development issues such as storm water management, grading and drainage, floodplain management, sediment and erosion control, stream buffer protection, and similar site development related matters. 
  • Responds to inquiries from the public relating to site development matters such as permitting, drainage conditions, floodplain matters, stream buffers, development compliance, etc.
  • Provides technical assistance to the City Engineer.
  • Performs other related duties as required.

MINIMUM EDUCATION AND TRAINING

  • Requires a bachelor’s degree in civil engineering.
  • Three (3) years’ experience and/or training that includes site development, environmental quality control compliance; or 
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Engineer in Training (EIT) Certificate required. Registered Professional Engineer in the State of Georgia is preferred.
  • Requires a valid state driver’s license with an acceptable driving history.

MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED

Physical Requirements:

This position classifies the physical exertion requirements has the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Some tasks require the ability to perceive and discriminate visual cues or signals.  Some tasks require that ability to communicate orally. Essential functions are regularly performed without exposure to adverse environmental conditions.
