GENERAL SUMMARY
The Building Inspector is responsible for technical work involving inspections of buildings to ensure compliance with city building, electric, and plumbing codes. An employee in this class is responsible for maintaining standards of construction in the city with respect to quality of workmanship, materials, design, and safety. Duties are performed under general supervision.
ESSENTIAL DUTIES include the following. Other related duties may be assigned.
Inspects various facets of building such as construction, electrical wiring, and plumbing systems.
Writes permits for buildings, electricity, plumbing, driveway construction, sign erection and trailer placements.
Grants telephone line-moving and construction permits.
Makes cases against city building code violates.
Keeps records on code and ordinance violations and notifies violators.
Compiles data on all building permits issued each month and reports to City Manager. Mails monthly building reports to U. S. Census Bureau.
Attends City Council, Planning & Zoning Board Meetings to present information regarding building permits, zoning, and trailer permits.
Assigns street numbers to all city buildings and certain designated buildings outside city limits.
Performs occasional construction or repair work for city departments.
Enforces and administers the provisions of ordinance on Planning & Zoning (Chapter 23 of City Code). Requires building permits, conduct inspections with the terms of this ordinance. Prepares written orders requiring compliance with provisions of ordinance.
Maintains up-to-date zoning map for the City of Jesup and post in City Hall.
Inspects all buildings not in use in over six months before being put back into service.
Participates in all proceedings before the board; presents facts and information.
Issues certificate of occupancy upon completion of job acceptance.
Keeps records and plans for future study.
Maintains up-to-date building codes as required by state law, House Bill 15A effective October 1991.
Conducts pre-census as required by law and maintain maps of all annexation of city limits with documents, etc.
Maintains up-to-date flood plain maps occurring within city limits and government issued insurance for building within flood plain.
Maintains information on wet lands and issuance of building permits in these areas or any deviation from wet lands codes.
Participates and attends all local meetings and discussions on utilities protection association. Presides as an officer for this program.
Aids and assists other department heads when needed, mainly for the availability of water and sewage at future construction sites.
Works with City Engineers for approval of future construction sites. Obtains plans and specifications, etc.
Assists with city business license program, mainly for new issues of license at new locations. Buildings must be inspected for proper codes.
Conducts inspections with county health department in maintaining proper sanitation and water requirements, both residential and commercial sites. Inspects for proper grease disposal at all commercial kitchens and enforces codes.
Consistently sends out registered letters to property owners on dilapidated housing and burn out. Enforces removal or repair as per housing codes. Maintains records, pictures, and correspondence of all such dwellings.
Assists state fire marshal when needed and for final approval of commercial buildings.
Assists with the operation of city hall when needed.
Assists City Manager as needed.
Qualifications
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Knowledge, Skills, Abilities Considerable ability and skill in reading, interpreting, and enforcing local, state, federal building codes and regulations. Thorough knowledge of building construction including plumbing and electrical wiring. Ability to keep thorough, accurate records. Considerable skill in meeting and dealing effectively with city officials, department heads, and the general public. Ability to establish good working relationships with architects, contractors, engineers, property owners, and craftsmen. Ability to work under general supervision. Equipment Used Electric meters, phase meters, amp meters, maps, and other standard building equipment.
Special Requirements
Certificates, Licenses, Registrations Certified member of national and state Building Officials Association of Georgia. Obtain an International Building Code Certification and an International Residential Code Certification within 1 year. Must have 5 years of building experience prior to being certified or related field.
Miscellaneous Information
Education and Experience Graduation from a standard high school or vocational school or the equivalency. Must attend seminars on a regular basis to maintain current knowledge of building and contracting regulations.
