JOB SUMMARY
This position is responsible for managing the city's financial accounting functions.
ESSENTIAL FUNCTIONS
- Assists in the preparation of annual and interim financial statements; prepares or supervises the preparation of worksheets and schedules for the annual audit; prepares audit schedules and financial records for external auditors; works with auditors to review internal controls.
- Coordinates department workflow, including general ledger maintenance, for the City, the CVB and the Amphitheater to include: project accounting maintenance, payroll, accounts payable, cash receipts, fixed assets, and stormwater billing and collection.
- Oversees front desk operations including administration of Business/Occupational Taxes, Golf Cart registrations, and other Front Desk duties.
- Administers and directs a timely month-end closing process to ensure balance sheet accounts are reconciled and have appropriate supporting documentation.
- Tracks, monitors and reports actual capital activity and large maintenance project activity; reconciles capital project and grants activity to general ledger and makes any adjusting entries necessary to maintain project accounting ledgers.
- Assists in providing accounting information for the annual budget process for the City, the CVB, and the Amphitheater.
- Manages, directs and evaluates assigned staff; responds to employee concerns and problems; directs work; evaluates, counsels and disciplines personnel.
- Plans, organizes and manages the activities of professional, technical and clerical staff in accounting.
- Assists in establishing and enforcing departmental rules and regulations, policies and procedures; assists with the development and updating of departmental regulations and the administrative manual to ensure consistency with accounting pronouncements and authoritative agencies.
- Reviews all internal control procedures to ensure compliance with standards.
- Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of generally accepted accounting principles (GAAP).
- Knowledge of Governmental Accounting Standards Board (GASB) guidelines.
- Knowledge of auditing principles.
- Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
- Knowledge of computers and job-related software programs.

SUPERVISORY CONTROLS
The Assistant Finance Director assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include GAAP, GASB guidelines, internal control procedures, relevant state and federal laws, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied accounting, technical, and supervisory duties. Strict regulations and the need for accuracy contribute to the complexity of the position.
- The purpose of this position is to manage the city's financial accounting operations. Successful performance ensures the efficiency and effectiveness of those operations.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Accountant, Senior Accountant, Senior Accounting Specialist, Customer Service Representative, and Revenue Accounting Specialist.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in accounting, Finance, or a related field.
- 5-7 years of accounting experience, with at least 2+ years in a supervisory or managerial role.
- Ability to be bonded.
