JOB SUMMARY
The person in this position will perform advanced level work related to the development and implementation of systems, networks, databases to create, maintain, and display a citywide and local government geographic information system. This person will be the lead GIS representative for the city and will coordinate all work activity with the county GIS manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Plans, develops, coordinates and modifies systems to create and maintain a comprehensive geographic and land information system for city departments and various local agencies.
• Confers with and acts as the city or agency liaison with departmental staff to determine current automated or manual systems, define needs, coordinate system integration and define required output and user documentation.
• Plans and sequences processing steps for database creation, application, display and document production.
• Develops systems, networks and applications documentation, user-training materials and quality control procedures; prepares a variety of technical reports, correspondence, manuals, procedures and other written materials.
• Directs the work of and instructs technicians performing data entry and mapping.
• Acts as the liaison for the city and city GIS representatives.
• Performs a variety of analytical studies related to the development and implementation of the GIS system; evaluates alternatives, makes recommendations and prepares technical reports.
• Makes presentations to representatives of other agencies regarding the GIS system; explains system hardware and software and ensures that applications, such as those for the emergency response system, are appropriate.
• Monitors developments in the field of geographic system usage determines their potential effect upon the city system and recommends procedural and equipment changes to ensure system updating.
• Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Attends training meetings and upgrades knowledge of GIS systems use; applies and documents new techniques as they are implemented.
• May operate land-surveying equipment to acquire GIS/land surveying information.
• May perform cadastral drafting for assessment purposes. May drive a personal or city vehicle to attend meetings.
• Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
(A) Graduation from an accredited four-year college or university with a degree in Geography, GIS, or closely related technical field.
(B) Four years of related experience and training in operating ESRI software (including ArcMap, ArcGIS Pro, ArcGIS Online, etc.), GPS equipment, AutoCAD, Microsoft Suite; or an equivalent combination of education and experience.
(C) ArcGIS Online Administrator experience is required, or ability to complete ESRI ArcGIS Online: Administration Essentials Learning Plan within 3 months after hire date.
(D) Supervisor experience and managing projects is highly desirable.
(E) Any equivalent combination of education and experience.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
• Implementing GIS applications projects.
• Knowledge and understanding of advanced database administration concepts.
• Advanced knowledge of GIS, GPS, and cartographic design principles and practices.
• Learning and using the application program languages and system hardware and software utilized by the city GIS system.
• Instructing non-technical users in work procedures.
• Analyzing user systems and developing and programming applications to meet those needs.
• Preparing clear and concise program documentation and user procedures.
• Working without close supervision in standard work situations.
• Establishing and maintaining effective working relationships with those contacted in the course of the work.
• Planning, conducting, coordinating and implementing complex GIS conversion projects for various city departments and other local agencies.
• Organizing your own work, setting priorities and meeting critical deadlines.
• Using initiative and independent judgment within established procedural guidelines. Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
• Read, analyze, and apply technical manuals for use of computers, software applications and technically advanced equipment.
• Perform mathematical and algebraic calculations and apply results in solving problems.
• Read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals, and so forth.
• Communicate clearly and effectively, both orally and in writing.
• Read, analyze and interpret professional periodicals and journals, technical procedures and government regulations.
• Must be able to facilitate between departments.
• Write reports, correspondence, and procedure manuals.
• Hearing ability sufficient to understand conversational tones and respond to telephone ringers.
• Vision ability sufficient to see shapes and outlines of close objects color recognition required.
• Vision ability to see and interpret typed documents and computer screen at close range.
• While performing the essential functions of this job the employee is regularly required to walk indoors and outdoors, sit at desk and in vehicle or equipment, stand for long periods of time, reach with hands and arms; bend, crouch, kneel, stoop, and stretch.

Motor vehicle; personal computer including Word processing and GIS related software and field equipment; computer-aided systems; telephone; copy machine; and plotter.
SPECIAL REQUIREMENTS
Valid State Driver’s License Class C. Good driving record for the last 3 years.
