CLASSIFICATION SPECIFICATION
CLASSIFICATION TITLE: GIS ANALYST I
PURPOSE OF CLASSIFICATION
The primary function of an employee in this position is to support the county departments, Jackson County municipalities, independent agencies, and its citizens as we establish the use of GIS as a management and decision-making support tool. The work is performed under the direct supervision of the GIS Manager.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Assists other GIS staff in updating the countywide parcel layer - by accurately entering data from plats recorded at Jackson County Courthouse. Data will be entered by bearing and distance or by CADD file provided by corresponding Engineering Firm. GPS points will be recorded to assure accurate location. When no plat is available, use best judgment from surrounding plats. Do not “fudge in” unless noted by supervisor or the property appraisal office.
Researches Road-Right-Of-Ways and corrects parcels accordingly.
Assists in maintaining road records and right of way deeds in both GIS and archival software. Works closely with the road department and GDOT to make sure road changes are submitted properly to the State of Georgia.
Assists other staff in important updates for the county 911 system. Duties will include assisting but not limited to addressing points and road layer changes.
Assists other GIS staff with stormwater records, stormwater data maintenance, and stormwater inspections. Assists with the annual MS4 reports required by state and federal law.
Assists with the exporting and sale of data when requested by the public.
Assists with addressing and road naming responsibilities of the GIS department.
Works with other government and private sector agencies to keep utility layers up to date.
Subdivision Review duties include geodatabase design, data development, CADD-to-GIS data conversion; GPS field collection, programming, development of QA/QC procedures, needs assessments, preparation of metadata, and professional cartographic production for publication and/or public display.
As a secondary procedure, conducts any research needed for Planning and GIS Department; researches and reviews parcel layer for mistakes and corrections and ensures the information is accurate; researches roads and subdivisions for maps.
Creates Arc/GIS projects according to desired specifications of layers needed, title desired, paper size, number of copies, colors, neat lines/north arrow/legends, annotation placement, and scale.
As a secondary procedure, reviews historical content of meetings for zoning changes in order to address corresponding parcel edits.
Digitizes information; creates, manipulates, and maintains database; compares/QC zoning information, and tax digest.
Researches plat information in Tax Assessor’s office and at courthouse; coordinates with Tax Assessor’s map technician on map and parcel questions and errors.
Backs up and transfers data on network.
Produces and converts data; purges old working data files and layers.
Provides help and assistance to the general public by providing any information requested including, but not limited to, certain tasks such as making and selling corresponding maps.
Provides help and assistance to co-workers in the zoning and GIS department, and any other county employee or department, by making or distributing information.
Provides assistance on assigned projects updating or creating new data.
Builds data using GPS, aerial photography, information stored in files or filing cabinets for review by Project Manager or any other co-worker above current status.
Collects, utilizes, and field checks data using maps, GPS, etc.
Creates and prints map products as requested; plots various size maps; distributes GIS mapping products.
Uses aerial photographs as a means to make maps; analyzes property for estimated wetlands, flood zones or any other requested information by the public.
Operates a scanner, fax, and copier machine.
Scans needed maps or documents for printing, storing, emailing or creation of GIS layers.
Changes plotter paper and ink.
Uses various scanner software; maintains GIS scanner performance by running a scanner maintenance program on the scanner’s computer, cleaning the glass and completing a camera stitching program, etc.
Prepares or completes various forms, reports, correspondence, or other documents.
Receives various forms, reports, correspondence, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, or other software programs.
Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Works as a team with co-workers discussing GIS projects and how to complete them in a professional manner.
Maintains a library of standard maps.
Educates the general public and county employees about flood zone matters, contours, and estimated wetlands.
Troubleshoots error messages or mishaps.

Performs other related duties as required.
MINIMUM QUALIFICATIONS
High school diploma or general education degree (GED) with Bachelor’s Degree or higher preferred in planning, geography, computer science or other degree in a related course of study related to occupational field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. A minimum of 6 months of experience preferred in a professional level GIS planning, design, and development or a closely related area preferred. Any equivalent combination of experience and training which provided the knowledge, skills and abilities necessary to perform the work.
Possession of a valid Driver’s License and maintain in good standing.
Possession of a high degree of accuracy and ability to write legibly.
Ability to adapt to new assignments and procedures.
Ability to read, interpret, decipher and map legal descriptions, deeds, aerial, property survey maps, and various property maps and to communicate that information to the public in layman’s terms in oral and written form.
Ability to organize and prioritize tasks and meet multiple deadlines. Ability to work independently and productively.
Ability to use all mapping and drafting tools to research, involving complicated legal descriptions.
Ability to remain calm in stressful situations.
Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns. ADA COMPLIANCE
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
