Job Summary: The Human Resource Supervisor is responsible for coordinating all administrative activities related to Palmetto’s personnel. These activities include the hiring process, onboarding employees, benefits, open enrollment, payroll, workers compensation, retirement, grievances, employee evaluations, and supporting department heads as they conduct interviews and administer disciplinary actions up to and including termination. The Human Resource Supervisor helps communicate all policies to the employees and all employee concerns to the employer.

Major Duties:

  • Recruiting, interviewing, and facilitating the hiring of qualified job applicants for open positions; collaborating with departmental directors to understand skills and competencies required for openings; and
  • Conducting or acquiring background checks and employee verifications; and
  • Conducting new hire orientation and developing new processes when needed; and
  • Signing up new eligible employees into the benefit system; and
  • Distributing all information related to COBRA by the timelines prescribed by law; and
  • Manage the open enrollment process; and
  • Processing payroll and maintaining open communication with payroll providers to ensure all data is collected and maintained accurately; and
  • Manage all issues related to Workers Comp; and
  • Manage all issues related to retirement; and
  • Investigate and manage all grievances; and
  • Handling employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff; and
  • Attending and participating in employee disciplinary meetings, terminations, and investigations
  • Must be able to maintain discretion and understand that employee information is confidential and should not be shared with other employees; and
  • Maintaining knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; and
  • Participate in relevant training to ensure Palmetto stays current in Human Resource compliance.

Knowledge Required by the Position:

 

  • Excellent verbal and written communication; and

  • Familiar with Human Resource functions and procedures; and
  • Positive attitude when working through challenges; and
  • Excellent problem-solving skills; and
  • Ability to securely handle employee records; and
  • Knowledge of modern office practices, methods, equipment, and procedures; and
  • Knowledge of Palmetto policies and procedures; and
  • Ability to read and comprehend policies, codes, and instructions to successfully complete and submit all city, county, state, and federal reports when applicable; and
  • Must use independent judgement in routine situations that occur; and
  • Has the ability to compile, organize, prepare, and maintain an assortment of records, reports, and related information; and
  • Ability to file and manage files in a logical and orderly manner; and
  • Ability to operate the department's equipment in a safe and efficient manner; and
  • Ability to understand and follow oral and written instructions; and
  • Ability to establish and maintain effective working relationships with City employees, City officials and the public.

 

Supervisory Controls: Work is performed under the general supervision of the City Administrator.

 

Hours: Most work hours will be between 8am and 5pm, but occasionally for training or interviews, there may be extended hours.

                       

Guidelines:  Guidelines include any direction that comes from the City Administrator, departmental policies and procedures, the City Charter, Code of Ordinances, personnel policies and procedures, best practices in the permits and licenses field, county, state, and federal guidelines and laws, and the State of Georgia Ethics Code.

 

Intelligence and complexity: Requires the ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation, and to understand the reporting and deadline requirements of this position.

Scope and Effect: The purpose of this position is to support all employees of the City of Palmetto to assist with hiring, benefits, payroll, understanding policies, and helping employees navigate work.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow verbal and written instructions.

Physical Demands: The work is typically performed with the employee sitting at a desk and walking around the office.

Supervisory and Management Responsibilities: The Human Resource Supervisor is assigned to the management of the driver for Senior Services.

Minimum Qualifications:

  • Bachelor’s degree in human resources, business management, business administration, or other relevant fields
  • A minimum 3 years of experience working in Human Resources.
  • Skilled in the Microsoft office suite
