  1. Job Summary:

    Reporting to the Utilities Director, the Regulatory Compliance Officer/Utilities Administrative Coordinator is a supervisor position which performs technical and specialized duties to ensure the City is compliant with State/Federal laws and policies, including U.S. Department of Transportation Pipeline Hazardous Materials Safety Administration’s (PHMSA) Title 49 Parts 191 and 192, and coordinates/supervises the activities of the Administrative Services Division. The Gas Pipeline Compliance Officer oversees all aspects of compliance with Federal Safety Standards for pipelines and pipeline facilities in the transportation of natural gas and is responsible for ensuring compliance with operating and maintenance procedures, damage prevention, public awareness, emergency response, operator qualification, and distribution integrity management plans.

  2. Essential Duties and Functions: 
    • Provides organization and leadership to the Regulatory Compliance and Administrative Services Division.
    • Conducts internal audits of Department’s gas activities for compliance with required Plans and SOPs, and represents the Department during Public Service Commission inspections.
    • Analyzes and monitors updated state/federal regulations and PSC/PHMSA advisory bulletins, comparing that information to existing processes, and recommending changes.
    • Coordinates activities identified in the Distribution Integrity Management Plan, Pipeline Public Awareness Plan, and Operator Qualification Plan.
    • Administers the reporting requirements in Part 191 and oversees record management and reporting in Part 192; attends regulatory update conferences as needed; and schedules and conducts required training as needed to keep staff abreast of changes to Plans and SOP’s.
    • Manages & coordinates all aspects related to the administrative management of the Utilities Department. 
    • Processes & prepares department payroll for Director, including leave requests and time approvals.
    • Coordinates assigning tasks and monitors daily, weekly, and monthly deadlines of administrative staff, including heavy document/word processing/excel duties, service orders, work orders, answering & routing telephone calls, daily completion of all emergency, damage, and regular locate requests from UPC, utility plans, service availability letters, plan approval, public contact, and all other general office clerical duties as assigned.
    • Compiles Daily Water Production Report/Usage, Monthly Non-Revenue Water (monthly & yearly), and Yearly Non-Revenue Water Report to EPD.
    • Coordinates billing/payment requests for bulk water and damages.
    • Coordinates rebate requests in the Gas Marketing Rebate Program.
    • Assists in processing departmental purchases, invoices, and purchase orders following the City of Winder Purchasing Policy.
    • Assists the Utilities Director in completion of annual Water Audit, delivery of CCR, and WaterFirst Designation.
    • Assists coordinating all advertising, press releases, and public education information.
    • Assists in maintaining department fleet maintenance requests and invoices.
    • Handles incoming calls and general customer service and troubleshooting from the citizens and customers.
    • Ability to work within multiple data bases, to include Incode, Hiperweb, Sensus RNI and Logic, and the Utilities Protection Center. 
    • Supervises receiving and routing customer service requests for water and gas utilities, including entering and submitting work orders to field supervisors for new connections, disconnects, meter relocates, line extensions, locate requests, and meter reading.
    • Coordinates scanning and digitally filing department files. 
    • Assists with auditing database of meters and meter reading equipment. 
    • Assists with maintaining and tracking internal department budget reports and inventory.
    • Handles confidential files and materials.
    • Works with other internal and external departments as assigned. 
    • Follows and promotes Policy & Procedures of the City of Winder.
    • Performs other related duties as assigned.

       

  3. Knowledge, Skills, and Ability:
    • Knowledge of Pipeline Safety Rules and Regulations.
    • Knowledge of general office practices and procedures.
    • Advanced knowledge of Microsoft Word and Excel.
    • Ability to prepare correspondence, reports, forms, budgets, spreadsheets, etc.
    • Ability to operate variety of office equipment (i.e. telephones, computer, fax, printer, scanner, etc.).
    • Ability to communicate clearly and concisely, both orally and in writing, with other employees, customers, vendors, contractors, consultants, other governmental agencies, and the public.
    • Ability to work well with others.
    • Ability to work independently in the absence of supervision.

  4. Licenses and Certifications Required:
    • Valid Georgia Driver’s License and maintains valid license and good driving record.

       

  5. Qualifications:
  • Minimum of three (3) years of Natural Gas Pipeline experience.
  • Minimum of five (5) years of clerical experience. 
  • High School diploma or GED.
  • No felony convictions within the prior ten (10) years or while employed in the position.
  • A citizen of the United States or has obtained legal work status.
  • Must pass detailed background investigation.
  • Must be able to pass a credit check. 
  • Work evenings, weekends and/or holidays as required
