JOB SUMMARY

The Site Inspector position is responsible for performing inspections of construction development sites involving clearing, grading, paving and installation of stormwater structures and facilities, verifying land disturbance activities are in compliance with approved documents and land development plans. The position also serves as the City’s soil and erosion inspector and is responsible to ensure regulatory compliance with all local, State and Federal standards and regulations during inspections of development sites and enforces codes/ordinances governing soil erosion and sedimentation control.

 

ESSENTIAL JOB FUNCTIONS

  • Assigns and inputs inspections and results;
  • Conduct field inspections of road construction and utility infrastructure regarding erosion and sediment control, grading, clearing, drainage, landscaping, infrastructure, wetlands and stream buffers
  • Work with other city departments and agencies to resolve issues
  • Reads and interprets plans, land development plans, blueprints, permits, or related documents; reviews approved plans prior to inspections
  • Researches code-related issues as needed; initiates any actions necessary to correct deviations or violations
  • Evaluate complaints, conduct inspections to support investigations and resolution
  • Performs other related duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of basic development procedures;
  • Ability to prepare reports, forms, citations, and other regulatory enforcement information, and document information in the City’s databases
  • Ability to organize and communicate effectively.
  • Knowledge of civil engineering and construction practices, materials, methods, and codes.
  • Knowledge of City, County, State and Federal codes, ordinances and regulations regarding land development and erosion control.
  • Knowledge and a solid understanding of soils and plant types.
  • Ability to learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
  • Ability to read and interpret engineering plans, specifications, and drawings.

Supervisory Controls: This position is supervised by the Building Official. 

Supervisory and Management Responsibility:  None.

Guidelines: Guidelines include City codes, City personnel regulations and established practices. These guidelines are clear and specific, but may require some interpretation in application.

Scope and Effect:  The purpose of this position is to enforce City codes and ordinances.  Successful performance contributes to the safety and welfare of citizens.

Personal Contacts: Contacts are typically with residents, business owners, land owners, co­ workers, department heads, other City employees, consultants, attorneys, real estate personnel, vendors, board members and the general public.

Purpose of Contacts: Contacts are typically to give or exchange information, resolve problems and provide services.

Physical Demands: The work is light and requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects. The work is typically performed while intermittently standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and occasionally heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.

Work Environment: The work is performed inside an office and outside at construction sites and may include occasional exposure to hot, cold or inclement weather, rough terrain, noise, dust, dirt, and machinery. Personal protective equipment (safety glasses, hard hat, reflective vests, etc.) must be worn when necessary.

QUALIFICATIONS

  • High School diploma or GED required.
  • Two (2) years of experience involving soil erosion and sedimentation control, construction site inspection, and construction plan interpretation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job. 
  • Must possess GSWCC Level 1B Certified Inspector (Red Card) or be able to obtain within 90 days
  • Possession of a valid State of Georgia Driver’s License.
