Finance Director
Job Summary:
Under the supervision of the City Administrator, the Finance Director provides professional advice and technical counsel to the City Administrator and elected officials regarding financial strategies and services, policy and program development, management operations, the annual budget, and capital planning, as well as research, preparation, and presentation of technical and operational studies and recommendations. This includes the development of long-term financial strategies for a rapidly growing city that provides services through both staffing and contracted services, funded by a mix of general, enterprise, and special revenue funds. Supervises and directs the Finance Department according to city policies and procedures; assesses and reviews the performance of department personnel. Prepares various financial reports and agenda items for City Council meetings. Serves as liaison between the city and representatives of the city’s retirement plan. Oversees purchasing in line with city policies and procedures. Performs related duties.
Essential Duties and Functions:
- Ensure compliance with federal, state, and local laws regarding the city’s financial operations and monitor legislation and regulatory actions that impact governmental finance matters.
- Advise the City Administrator and elected officials on matters concerning the conditions of appropriations, the extent of expenditures, and other financial matters.
- Assists in evaluating economic development proposals and preparing detailed reports to assist in this assessment. • Deal effectively with consultants and attorneys on financial matters and contracts.
- Research, analyze, and prepare financial information for management and policymakers.
- Formulate and oversee the City’s investment policies and operations.
- Preparation of various depository agreements and requests for proposals for financial services.
- Formulate and oversee the City’s debt management strategies and operations.
- Formulate and oversee the City’s cash management policies and operations.
- Work with financial advisors to prepare official statements for bond issuance.
- Direct staff in preparation of the Comprehensive Annual Financial Report (CAFR).
- Update the City Administrator and City Council on the City's financial status as necessary.
- Prepare, implement, and manage the City’s annual budget and Capital Improvement Program.
- Manage the annual audit process.
- Manage all accounts payable and payroll functions.
- Coordinate all functions of the Finance Department with other City Departments.
- Interpret and follow local, state, and federal mandated rules and regulations.
- Processes purchase orders and other forms of disbursement in accordance with budget parameters set by the governing body.
- Manages and monitors cash flows to ensure adequate liquidity; opens, closes, or modifies bank accounts as needed.
- Maintains positive relationships with respective financial institutions; transmits or causes to be transmitted ACH files for payroll.
- Coordinates the department activities with other departments, external agencies, consultants and contractors, and the public.
- Establishes and maintains work relationships that are collaborative, responsive, and effective.
- Develops and edits correspondence and reports pertaining to department plans and operations.
- Performs duties as plan administrator for retirement plans maintained by the City.
- Coordinates with the Plan Recordkeeper/Custodian to ensure accurate accounting of employee records and employer contributions.
- Other various duties as may be assigned from time to time.

- Must be proficient in governmental finance theory and concepts, including but not limited to Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standard Board (GASB) statements/pronouncements, and applicable municipal laws and regulations.

Licenses and Certifications Required:
- Possession of, or ability to obtain within six (6) months of appointment, membership in the Georgia Government Finance Officers Association (GGFOA).
- Certified Local Government Finance Officer Program, Level 1 within two (2) years of employment.
Qualifications:
- Bachelor’s Degree in Public Administration, Accounting, Finance, or related field required; CGFO, CPA or master’s degree preferred.
- A minimum of five years of experience is required in municipal financial management, with increasingly responsible supervisory experience.
- Must be proficient in governmental finance theory and concepts, including but not limited to Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standard Board (GASB) statements/pronouncements, and applicable municipal laws and regulations.
- Must be team-oriented, with the ability to instill a sense of customer service and responsiveness in subordinates.
- Knowledge of the fiscal functions and practices of municipalities is required.
- Municipal supervisory experience in accounting, cash and investments, debt management, property tax, purchasing, municipal court, and water customer services (utility billing and meter reading) is preferred.
- Never been convicted of a felony.
- A citizen of the United States or has obtained legal work status.
- Must meet the department’s background requirements.
- Work evenings, weekends, and/or holidays as required.
- Must be able to pass a credit check.
Physical Requirements:
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; and communicate effectively in writing and verbally. The employee must frequently stand, walk, sit for extended periods, and use the computer keyboard and mouse. The employee is occasionally required to stoop, kneel, and crouch. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Occasionally lift and/or move up to 35 pounds. Hearing: Hear in the normal audio range with or without correction. Able to hear in person, distinguish radio and telephone conversations, and recognize differences or changes in sound patterns and loudness or pitch. Attendance: Regular, predictable, consistent, and timely attendance is an essential function of the position. Failure to attend to this task undermines the City’s ability to provide critical services to employees, the department, and the public. Communications: Requires the ability to speak clearly and/or converse to exchange information in a manner that others can understand. Giving assignments and/or directions to assigned staff, coworkers, or supervisors.
Working Conditions:
- This position works primarily in an indoor office environment. On occasion, this position may assist with outdoor activities. While performing job duties, the employee works in an environment with constant deadlines and interacts with City employees, vendors, and the public.
- Exposures Encountered: While performing job duties, the employee may be exposed to dust, cleaning fumes, household chemicals, allergens, pathogenic microbes, and other items found in an office environment.
- Noise Level: Moderate. While working at an outdoor event, the employee may be exposed to loud noise from sound systems or equipment.
- Travel: Some travel may be required to maintain training requirements and to obtain supplies and equipment for the City. Overnight travel is limited to training.
Substance Abuse Testing:
Due to this position's safety and/or security-sensitive nature, individuals shall be subject to pre-employment/pre-placement and random alcohol, drug, and/or controlled substance testing as outlined in both City and department policy and procedures. While actively employed in this position, any positive alcohol, drug, and/or controlled substance testing may result in termination.
Supervisory Controls/Responsibility:
Under supervision of the City Administrator, oversees the management of the Finance Department and other assigned units, to include operations and day-to-day activities of personnel. Oversees accounting, budget preparation, and audit functions. Works with other department heads to monitor each department and make recommendations.
Salary / Pay Rate: $130,000/yr - $150,000/yr
