This position provides accounting support for county financial operations and processes accounts payable, accounts receivable and payroll, and prepares 1099s and W2s. JOB SUMMARY
This position coordinates accounting functions in support of the county’s financial operations.
MAJOR DUTIES
- Processes accounts payable; receives invoices from vendors, obtains approvals from appropriate departments, and enters data into computer system; processes computer-generated checks, manual checks, and ACH payments; mails payments.
- Runs weekly accounts payable reports; reconciles monthly vendor statements; makes journal entries and runs related reports.
- Prepares and maintains general ledgers as well as revenue and expense reports and records.
- Prepares and processes federal and state tax deposits; prepares, processes, and submits required IRS and state Department of Labor payroll forms, reports, and payments.
- Reconciles insurance premiums for county benefits.
- Processes payroll; receives and processes employee payroll timesheet from all departments; reviews time records for accuracy and completeness; update payroll records; manages payroll preparation; runs payroll direct deposit and payroll checks.
- Prepares and processes employee/employer contribution payments and reports.
- Prepares and issues 1099, W2, and related forms.
- Processes accounts receivable; receives deposit records from all departments and enters into computer database; reconciles records and runs reports.
- Assists with purchasing activities as needed.
- Assists with the annual budgeting processes.
- Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of generally accepted accounting principles (GAAP).
- Knowledge of government fund accounting.
- Knowledge of accounts payable processes and procedures.
- Knowledge of accounts receivable processes and procedures.
- Knowledge of payroll management processes and procedures.
- Knowledge of relevant federal and state laws, county ordinances, and department policies and procedures.
- Knowledge of computers and job-related software programs.
- Skill in the preparation of complex financial reports.

SUPERVISORY CONTROLS
The Finance Director assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include GAAP, internal control procedures, relevant state and federal laws, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
