Senior Transit Services Accountant

SUMMARY: This position is responsible for budget and fiscal preparation of revenues (including grants) and expenditures for the Transit Services Division of the Douglas County Department of Transportation. This position reports directly to the Deputy Director, Connect Douglas. The Transit Services Division is governed by the Douglas County Board of Commissioners.
This position is multi-faceted and must obtain relevant subject knowledge of TRaMS software, good decision-making, problem-solving, communication skills (written and oral), the ability to deal with the public, the ability to meet deadlines and stay on schedule with tasks, and the ability to respond quickly and decisively to unexpected circumstances. The ability to plan, conduct and complete projects on-time, efficiently and economically is essential while also assisting the department with the preparation and support of grant funding.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Duties include but are not limited to:
- Manages departmental budget by preparing and verifying annual budget package for the Director/Deputy Director of Transit services
- Inputting budget data, project in process data of general, and special funds into the system
- Monitors the progress and adjusts the budget by analyzing expenditures and revenues and generating and initiate the processing of transfers and journal entries
- Assist management with the development of budget changes and reductions, preparing financial and statistical reports for the BOC
- Provides administration of the Voucher program 5310 grant by maintaining budget expenses and revenues
- Provides administrative support to the Compliance Officer by managing the paratransit no-show policy
- Confers with the Compliance officer and Deputy Director concerning no-show policy violators
- Provides administrative support to the Voucher program when needed
- Ensures the department budget supports all grant funded capital projects
- Serves as the Project manager on assigned transit projects
- Serves as the liaison to finance to ensure that Grant drawdowns are properly recorded
- Prepares documentation for BOC agenda items that will require budget modifications
- Assisting with the collection, preparation, maintenance and materials for the Tri-annual Audit by FTA and the maintenance of the files in between audit years.
- Assisting with the National Transit Data (NTD) collection, tracking and managing with counter parts at Senior Services and in-house compliance for adherence to FTA projects.
- When requested, assist with outreach initiatives and marketing opportunities
- Confirming cash or access card receipts and reconciling collections and deposits with passenger counts. This would include Breeze card implementation when the department is able to secure a machine for the Breeze card sales and enter into appropriate agreements with MARTA.
- Researching existing and new FTA information, grant opportunities, sharing apps and other technologies related to transit and assisting to develop possible implementation strategies including cost implications and savings that can be reflected to upper management.
- Undertaking and successfully completing other tasks as assigned by management.
QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/or EXPERIENCE:
- HS diploma/GED required
- Bachelor’s degree, preferably in a field that translates well for the responsibilities called for in this job. However, actual on-the-job experience may be considered
- Five years’ experience working with transit grants, including active role in completing, or assisting with and submitting FTA reports and documentation.

- Minimum 18 years of age
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of pertinent federal, state and local rules, regulations, ordinances and other regulatory standards applicable to the work.
- Knowledge of principles and practices of public transportation operations and contract administration.
- Knowledge of effective management and supervisory principles and techniques.
- Interpersonal, leadership, planning, management and communications skills; ability to communicate professionally verbally and in writing.
- Skill in researching, compiling and summarizing statistical data and information materials.
- Ability to interpret rules, regulations and policies for effective decision-making in accordance with established precedent.
- Ability to utilize project management software, computers, standard office equipment and standard software applications such as word processors, databases and spreadsheets.
- Ability to read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals and related documentation.
- Ability to establish and maintain effective working relationships and communications with project consultants, private contractors, vendors, departmental officials and staff and the public.
- Ability to organize work, establish priorities, meet deadlines, and follow up on assignments with a minimum of direction.
Salary minimum: $72,000 annually ($34.6154 hourly) plus full benefits package
