GENERAL NATURE OF WORK
This is a technical position operating under the immediate supervision of the Director of the Department of Planning & Zoning. This position oversees activities involving site and construction plan review, permitting, building inspections and Certificate of Occupancy (CO) issuance for all commercial and residential projects in the City to ensure compliance with all applicable codes and to ensure the health, safety and welfare of the general public.
EXAMPLES OF WORK
- Coordinates review and approval of site and construction plans, preliminary and final construction plats, issuance of land disturbance, demolition, building, sign and other necessary permits and issuance of CO’s for all City commercial and residential projects.
- Coordinates daily work activities, monitors status of work in progress; inspects completed work when requested; confers with assigned staff to assist with resolution of situations as needed; and provides technical expertise as necessary.
- Interprets, applies, and enforces the provisions of the ICC and CABO Building Codes, including Georgia amendments, electrical, mechanical and plumbing codes, ADA codes, life safety codes, energy codes and other applicable federal, state and local codes, laws, ordinances, procedures, regulations, rules, specifications and standards.
- Researches code-related issues in code books as needed and initiates actions necessary to correct deviations and violations, including issuance of Stop Work Order (SWO).
- Consults and confers with the Director of the Department of Planning & Zoning and, if necessary, other City Officials to review Department activities and operations, review and resolve issues, receive advice and direction and provide recommendations.
- Provides information and technical assistance regarding code interpretation and requirements, plan reviews, building inspections, code violations and related issues; discusses concerns with business and property owners developers, contractors, engineers, architects; provides initial response to questions and/or complaints concerning code and contractor violations; researches and recommends solutions to previously-mentioned issues; provides information and technical assistance to other Department staff members.
- Oversees preparation and maintenance of accurate records for Department plans, plats, permits, inspections and other necessary building documentation.
- Prepares or is responsible for completion of various reports, forms, correspondence and other necessary Department documentation.
- Meets and communicates with Department Director, City Officials, Planning & Zoning and other City department’s employees, community relations and police personnel, business and property owners, developers, contractors, engineers, architects, utility companies, manufacturers, suppliers and vendors, local, state and federal agencies and other individuals, as needed, to exchange information, give and/or receive advice and/or direction and resolve issues and concerns.
- Performs general/clerical tasks, which may include, but is not limited to: answering telephone calls, greeting and providing information to the general public and others, sending/receiving faxes, making photocopies, entering data into computer, filing documentation and processing incoming/outgoing mail.
- Perform other related duties as assigned.
NECESSARY KNOWLEDGE SKILLS AND ALILITIES
- Thorough working knowledge of ICC and CABO Building Codes, including Georgia amendments, electrical, mechanical and plumbing codes, ADA codes, life safety codes, energy codes and other applicable federal, state and local codes, laws and ordinances.
- Ability to read, interpret and critique land surveys, site and construction architectural and engineering plans.
- Working knowledge of the principles and practices of construction methods, civil engineering, land surveying, landscape architecture and other related disciplines.
- Skilled in locating, detecting and critiquing defects in land disturbance, building, electrical, mechanical and plumbing installations.
- Knowledge of budget and cost/benefit analysis, record keeping and management techniques, report preparation and filing methods.
- Skill in using diplomacy, tact, discretion, initiative and independent judgment within established guidelines and with limited supervision in order to resolve problems and issues in working situations.
- Skilled in organizing work, setting priorities, meeting deadlines and conducting follow-up assignments with minimum direction.
- Ability to understand and respond to oral and written instructions with exacting detail.
- Ability to apply strong mathematical skills with a thorough understanding and application of concepts such as fractions, percentages, ratios, and proportions in working situations.
- Ability to prepare clear and concise reports, correspondence and other written materials.
- Ability to read, interpret and analyze documents such as code books, federal registers and other governmental regulations, professional periodicals, safety rules, operation and maintenance instructions, procedure manuals, etc.
- Ability to review completed commercial and residential construction projects and note deficiencies in any and all aspects of the site and building installations.
- While performing the essential functions of this position the employee is required to sit, stand, walk and talk; use hands and feet to balance, feel, handle and climb ladders; bear, lift and/or move up to twenty-five (25) pounds.
- While performing the essential functions of this position the employee is frequently exposed to work near moving mechanical equipment and parts, toxic or caustic materials, risk of electric shock, high noise levels and outdoor weather conditions.
- Exemplary attendance is required.
DESIRABLE EDUCATION, TRAINING AND EXPERIENCE
Graduation from a standard high school, vocational school or equivalency and five (5) years previous of progressively responsible experience that includes project management, general building construction, code enforcement/interpretation, construction plan review; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job. Should possess and maintain ICC certification in areas of specialty such as Building Inspector, Electrical Inspector, Mechanical Inspector, Plumbing Inspector and Plan Reviewer. Should possess and maintain NPDES certification in the areas of erosion and sedimentation control and storm water control. Basic computer proficiency is required and the ability to learn the City computerized building inspection and code enforcement program. Must possess and maintain a valid, Class C, Georgia Driver’s License.
Minimum Physical Requirements
Must be able to exert up to 50 pounds of force occasionally and up to 25 pounds frequently. Physical demand requirements are at levels of those for medium work.
