Essential Job Functions
Serves as a senior aide to the City Manager and helps to facilitate decision-making and strategic direction processes for the City, on the City Manager’s behalf.
Oversee the development, review, and distribution of the City Council agenda to ensure accuracy, clarity, and timely submission.
Coordinates assigned activities with City departments, outside agencies, the general public, and City Council to streamline processes, enhance service delivery, and implement key policies.
Lead and support high-impact initiatives that align with the City Manager’s strategic priorities and improve city operations.
Participates in special projects including planning and implementation of special programs and events and complex research of new programs and services.
Prepares and delivers reports, presentations, and correspondence to communicate project updates and key initiatives to internal and external stakeholders including City Council and the general public.
Lead and support high-impact initiatives that align with the City Manager’s strategic priorities and improve city operations.
Assist in managing workflows, tracking project progress, and ensuring alignment with strategic goals.
Gather data, analyze trends, and prepare reports to support informed decision-making by city leadership; drafts technical reports, project plans, studies, memorandum, press releases, meeting minutes and project status reports.
Interprets rules, regulations, policies, and procedures. Assist in executing citywide policies and initiatives that enhance government efficiency and community outcomes.
Works with local, state and federal program areas relating to various departments as assigned.
Facilitate project team meetings, public hearings and meetings for the community at-large, advisory boards and city council.
Performs other related duties as assigned.
Minimum Qualifications
Requires Master’s degree in Public or Business Administration or related field; with four (4) years of management and supervisory experience in management, analysis and oversight of major projects or an equivalent combination of education, training and experience.
Strong written and oral communications skills, experience preparing presentations, coordinating inter-department/inter-agency projects and strong skills in building and maintaining working relationships at all levels is required.
Must possess and maintain a valid state driver's license with an acceptable driving history.

MINIMUM STANDARDS:
SUPERVISORY CONTROLS: The City Manager and Chief of Staff assign work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of department activities.
GUIDELINES: Guidelines include City of Savannah policies and procedures and federal and state guidelines. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY: The work consists of varied management duties. Strict regulations and laws contribute to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to provide administrative support to the City Manager and Chief of Staff. Successful performance in this position results in the efficiency and effectiveness of department operations.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, department directors and Chief Operating Officers, Mayor, City Council and other elected officials, and members of the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, motivate personnel, provide services, resolve problems, justify decisions, and negotiate and settle matters.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table, or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
WORK ENVIRONMENT: The work is typically performed in an office.
