Job Summary:   This Position requires strong administrative and technical skills supervising and directing the City’s Public Works Operation in all areas of public works including water distribution, sewer collections, gas distribution, building maintenance and streets and roads.

The Public Works Director will be responsible for creating, implementing, and enforcing written policies as well as coordinating day to day activities with division managers. The Public Works Director will exercise supervision in all areas of field work including installation, repair and inspection of utilities and road projects.

The Public Works Director is responsible for overseeing the collective budgets and personnel functions of all divisions in public works, establishing and maintaining appropriate working relationships within all areas of the city, peers and subordinates, State and local organizations and officials, and with the public. Work is performed under the guidance of City Manager; however, this employee must exercise considerable independent judgement and technical expertise to meet division objectives.

Schedule:  This position works Monday- Friday from 8:00 a.m. until 4:30 p.m. This position may also require attending Council Meetings, Council Retreats, Community Meetings and other evening or weekend events and trainings as necessary.

 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

 

Major Duties:

  • Directs and oversees road, street, sidewalk, sewer, water, and gas maintenance programs.
  • Ensures all safety practices and training are being performed and updated.
  • Inspects job sites for to ensure installation and repair specifications are being followed including clean up.
  • Is responsible for researching and implementing improvements to the operation of the divisions in his/her charge, formulation of policies, and coordination of activities in accordance with general local, State, and Federal guidelines.
  • Handles complaints for the public as received by phone, email, or directly.
  • Helps prepare and oversees division budgets, controls expenditures and approves requisitions.
  • Advises the City Manager of all Public Works activities.
  • Works with contracted professional engineers and other outside sources in designing and implementing projects as assigned or requested by the City Manager.

Performs related work as required:

  • Extensive knowledge of construction methods, materials, and equipment as applied to municipal public works.
  • Considerable knowledge of the modern principles and practices of municipal public works, administration, and budgeting.
  • Ability to organize, direct, and coordinate the activities of the Public Works Division, including long term planning.
  • Must be able to attend meetings outside of normal business hours including but not limited to; Council Meetings, Council Retreat, Community Visioning Sessions, Trainings, and GDOT Project Updates.

 

Additional Duties:

  • Performs other related duties as required.

 

Minimum Qualifications:

  • High school diploma or G.E.D.
  • Valid State of Georgia Driver’s License (CDL Preferred).
  • Must be able to perform work accurately, safely, and complete tasks in a timely manner.
  • 10+ years working in a municipal setting with four years of responsible administrative and or regulatory experience working in public works/utilities
  • NPDES Blue Card (within one year of employment)
  • Responds to emergency calls 24 hours per day.
  • Knowledge of current best management practices specific to utility and road repair and installation including job site safety, and regulatory compliance is required. 
  • A strong administrative skill set including being able to proficiently use computer programs including MS Word, Excel, Access, and Power Point is required.

 

Supervisor Control:   The City Manager assigns work in terms of very general instructions. The work is reviewed from an overall standpoint through conferences, reports and observation of activities.

 

Guidelines:  Guidelines include federal, state, and local laws; City policies and procedures; departmental policies, Georgia EPD rules and regulations, ADA, HIPAA and Workers’ Compensation regulations; engineering standards, environmental regulations, and safety rules and regulations.  These guidelines require sound judgment and interpretation in application. 

 

Scope and Effect:  The purpose of this position is to effectively manage the daily operations of the Public Works Department.

 

Personal Contacts:  Contacts are typically with co-workers, subordinates, vendors, contractors, consultants, construction personnel, state and federal regulatory personnel, elected officials, department heads, other City employees and the public.

 

Work Environment:  The work is typically performed in both an office and outdoors, exposing the employee to dirt, loud noise, machinery with moving parts and inclement weather conditions.  At times, the employee must wear safety equipment.

 

Supervisory and Management Responsibility:  Exercises supervision over Public Works Division Directors and Public Works operations.
