Position Summary
This position is responsible for managing and administering the day-to-day functions of the Municipal Court Office.

Position Description
ESSENTIAL FUNCTIONS

  • Oversees the daily operations of Municipal Court; provides support to the Municipal Judge.
  • Serves as custodian of all Municipal Court records in accordance with federal and state regulations and with city and department policies and procedures.
  • Oversees and attends court sessions; prepares and distributes court calendars; records information and maintains files; ensures the proper filing of legal documents and motions; coordinates attorneys, judges, solicitors, court reporters, probation officers, and interpreters.
  • Coordinates activities with other agencies and departments; works to resolve court-related issues and problems.
  • Ensures all citations are properly assigned and recorded, including fine and payment amounts; monitors quality and accuracy of data input; prepares and coordinates transfer of cases; runs GCIC reports for judge and solicitor; coordinates GCIC audits.
  • Prepares all documentation necessary to close-out all assigned cases.
  • Prepares dockets for all assigned court sessions; ensures all citations and accompanying paperwork are complete.
  • Researches driver and criminal histories; processes vehicle and tag reports.
  • Issues warrants and bond forfeitures; prepares, receives, and processes subpoenas, show cause documents, court judgments, special court orders, etc.; prepares orders for cases.
  • Prepares a variety of court correspondence.
  • Receives and processes fines and fees; records and issues receipts; balances cash drawer and prepares deposits.
  • Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
  • Maintains the annual department operating budget; monitors expenditures.
  • Prepares and maintains employee payroll and personnel records for submission to the City Clerk for approval.
  • Prepares and implements internal court policies and procedures.
  • Monitors contracts for court services; receives reports regarding individuals on probation; monitors community service placements.
  • Manages the court information management system; serves as liaison to software providers.
  • Maintains the confidentiality of court records.
  • Prepares and submits conviction/remittance reports to state agencies as required.
  • Performs other related duties as assigned.

SUPERVISORY CONTROLS
The City Clerk assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES
Guidelines include federal and state laws, city ordinances, record retention schedules, Municipal Court Rules, Superior Court Rules, GCIC/NCIC rules and policies, Georgia Clerk’s Authority policies, and city and court policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied supervisory, administrative, and management duties. The unique nature of each case contributes to the complexity of the position.
  • The purpose of this position is to manage the day-to-day operations of the Municipal Court. Successful performance contributes to the efficiency and effectiveness of court operations.

CONTACTS

  • Contacts are typically with co‑workers, other city employees, law enforcement personnel, attorneys, detention officers, probation officers, the Judge and Solicitor, and members of the general public.
  • Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee frequently lifts light objects and climbs ladders.
  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Court Clerks.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years’ experience or any equivalent combination of education, experience, training which provides the knowledge, skills, and abilities to perform the work.
  • Possession of or ability to readily obtain and maintain GCIC/NCIC certification.
  • Possession of or ability to readily obtain and maintain TAC (Technical Administration Coordinator) certification.
