JOB SUMMARY
This position is responsible for overseeing all functions of the Community Development Department, building permitting, business licensing, planning, zoning, and GIS. This position report to the Assistant City Manager for Municipal Infrastructure and Development.
ESSENTIAL JOB FUNCTIONS:
- Ensures processes within the department are efficient and individual applications are processing through variance processes; prepares work programs and budgets for the department.
- Manages comprehensive plan updates and development and ensures City completes projects on short term work program; implements the comprehensive plan through the preparation or revision of development regulations; implements the redevelopment plan, TADs, corridor studies, solid waste management plan, and transportation planning with Cobb County.
- Ensures all projects are moving through their processes, reviews plans, reviews for floodplain compliance; manages consultant reviews (including invoices and contracts), manages legal documents (final plat, deeds, covenants, guarantee documents, stormwater maintenance agreements); confirms project close out at the end of process.
- Manages Building Permitting by managing third party services, invoices and contracts; ensures all permits are moving through their processes; coordinate meetings and address complaints, coordinate with the fire marshal as needed, ensures fees are accurately charged and collected including impact fees, manages online presence and payments.
- Ensures all business licenses are processed efficiently, and in compliance with SAVE and other guidelines
- Confirms reports are completed under county deadlines; runs reports in financial software including past due licenses; manages code enforcement for past due renewals, manages online presence and online payments.
- Coordinates the bridge between permits and license for new businesses.
- Reviews zoning staff reports; ensures all deadlines are met and hearings are held in compliance with law, assist with zoning questions.
- Conducts research and field investigations, and makes recommendations and decisions as appropriate; interprets development regulations. Reviews all site plans and zoning requests.
- Manages GIS by preparing maps, managing accounts and invoices, and ensuring current information is available online.
- Works closely with citizens, developers, and elected officials during the planning, zoning, development and building permit and business license processes.
- Develops and makes recommendations for amending the zoning ordinance and regulations, the land use plan and related maps.
- Consults with citizens, department heads, and other officials of city, county, state, and federal governments in order to coordinate all phases of community development.
- Represents the City on various boards, commissions, and special task forces related to planning and zoning. May attend council meetings.
- Supervises zoning and business licensing employees.
- Performs other related duties as assigned.
MINIMUM REQUIREMENTS:
Bachelor’s degree; and five (5) years of related experience; or equivalent training, education, and/or experience. Master’s degree in relevant field and American Institute of Certified Planners (AICP) certification preferred.
Knowledge, Skills and Abilities:
- Knowledge of comprehensive and current planning principles, policies, procedures, techniques, and their implications.
- Knowledge of local and state ordinances and laws and Uniform Development Code (UDC).
- Knowledge of development regulations concerning land use and environmental matters.
- Knowledge of intergovernmental and contractual agreements and provisions.
- Knowledge of economic development forecasts, incentive programs, and business retention and recruitment.
- Knowledge of socio-economic and demographic research techniques.
- Knowledge of supervisory and management principles and practices.
- Knowledge of general office equipment.
- Skill in dealing with the public.
- Skill in oral and written communication.
- Ability to prepare reports, plans, and studies and to accurately interpret ordinances and codes.
- Ability to research public records, interpret and apply information appropriately.
- Ability to handle multiple interruptions, adjustments to priorities throughout the day and meet critical deadlines.
- Ability to establish and maintain effective working relationships with departmental personnel, city personnel, developers, and the public.
- Ability to deal courteously and tactfully with the public.
PHYSICAL DEMANDS:
The work is sedentary work. The employee is occasionally required to exert a light amount of force. Work is typically performed with the employee sitting at a desk. This position occasionally requires time out in the field, which may require balancing, climbing, or stooping.
WORK ENVIRONMENT:
Work is typically performed in an office environment.
