JOB SUMMARY

This position assists with the development of short- and long-range planning projects, updates to the City’s comprehensive plan and short-term work program, redevelopment plan for improvement areas, and assists with the implementation of various enhancement projects throughout the City, specifically Special Purpose Local Option Sales Tax projects and other enhancement projects.   The position works under the general supervision of the Assistant City Manager for Municipal Infrastructure & Development.

 

ESSENTIAL JOB FUNCTIONS:

 

  • Implements SPLOST projects and collaborates with public works and engineering staff and consultants to implement roadway improvements based on transportation plan.
  • Develops plans and schedule for implementing special projects, including signage program.
  • Coordinates assigned transportation improvement or capital improvement projects, such as railroad elimination project, as assigned.
  • Assists with the updates to city planning documents, including the comprehensive plan.
  • Coordinates with County in preparation of transportation planning in the City.
  • Coordinates with neighboring jurisdictions in multi-jurisdictional corridor projects.
  • Assists with the development of the solid waste management plan.
  • Coordinates applicable park and ride or transit issues.
  • Implements the Neighborhood Incentive Grant Program and CDBG programs.
  • Attends monthly neighborhood watch meetings with police department for community outreach.
  • Assists with the assessment of City and community facilities, historical and natural resources, land use, population, and economic development elements in the comprehensive plan update.
  • Assesses the impact of development on City’s infrastructure and need for impact fees; updates and maintains the impact fee program.
  • Performs other related duties as required.

MINIMUM REQUIREMENTS:

Degree in Public Administration, Urban Planning or related field; One (1) year of experience in local government planning or related area.  AICP preferred; SPLOST and project management experience preferred.  Equivalent combination of education and experience. Ability to obtain LAP certification within one year of hire.

 

Possession of a valid State of Georgia driver's license (Class C) and a satisfactory Motor Vehicle Record (MVR) in compliance with County Safety and Loss Control Guidelines. Completion of the State of Georgia Department of Transportation Defensive Driving Course.

 

Knowledge, Skills and Abilities:

  • Knowledge of the City’s comprehensive plan, Georgia Planning Act, Georgia DCA minimum standards, ARC regional policies, and Georgia Department of Transportation Local Administered Projects certification.
  • Knowledge of CDBG program policies and procedures.
  • Knowledge of impact fee statutes.
  • Knowledge of financing tools.
  • Knowledge of development regulations concerning land use and environment.
  • Knowledge of SPLOST, intergovernmental and contractual agreements and provisions, including GDOT Plan Development Process.
  • Knowledge of general office equipment.
  • Skill in dealing tactfully and courteously with the general public.
  • Skill in verbal and written communication.
  • Ability to analyze and solve problems.
  • Ability to handle multiple interruptions, adjustments to priorities throughout the day and meet critical deadlines.
  • Ability to establish and maintain effective working relationships with departmental personnel, City personnel, and the general public.

 

PHYSICAL DEMANDS:

The work is sedentary work. The employee is occasionally required to exert a light amount of force. Work is typically performed with the employee sitting at a desk. This position occasionally requires time out in the field, which may require balancing, climbing, or stooping. The position must also be able to distinguish color.

 

WORK ENVIRONMENT:      

Work is typically performed in an office environment while sitting at a desk or table or while intermittently sitting, standing, walking, or stooping. The employee occasionally lifts light objects. The work is performed in an office and outdoors, where the employee may be exposed to cold or inclement weather.
