Position: Special Projects Manager

Department: Board of Commissioners 

Salary: Depending on Qualifications & Experience

Under limited supervision, performs professional work in carrying out the direction of the County Manager on a wide range of County administrative duties. Works with the County Manager by assisting designated departments towards the achievement of departmental objectives and the objectives of the County government as a whole. Advises the County Manager on complex issues and assists in determining departmental needs and oversight of complex short-term and long-term projects to include: SPLOST, capital improvement projects and major policy/procedural updates. Exercises considerable independent judgement within an assigned area of responsibility.


Must have a current valid driver's license 

Undergraduate degree in Public Administration, Planning, Engineering, Management or related field supplemented by 5-7 years of progressively responsible management experience in administration or an equivalent combination of education, training, skills and abilities for this job; Master's Degree in Administration preferred 

Knowledge of the principles and practices of public administration; Knowledge of budget development and management principles

Knowledge of relevant federal and state laws, county ordinances and department policies and procedures

Knowledge of legislative processes related to local government; Knowledge of construction management principles

Skill in management and supervision, problem solving, interpersonal relations, prioritizing and planning a Skill in conducting research and preparing reports, operating computers and job related software programs

Skill in oral and written communication

Essential Duties and Responsibilities:

Acts as liaison between the Board of Commissioners, department heads and the public when manager is not available by responding to inquiries and resolving conflicts 

Manages and coordinates approved and assigned capital improvement projects; identifies and coordinates project scope, critical tasks, funding requirements, project goals, project contingencies and other project tasks

Creates and coordinates project documentation, project budgets and project bid specifications; monitors expenditures; updates projects schedules; monitors progress and adheres to overall objectives

Coordinates project meetings, communications and work activities between department heads, project teams, government liaisons and other participants; assists in resolving problems and conflicts; recommends solutions to problems and facilitates implementation

Serves as liaison between the County Manager and department heads, public, media, elected officials and other entities regarding capital projects; solicits input and feedback; coordinates public relations and education activities; provides project updates to the County Manager and Board of Commissioners 

Assists in the preparation of the county budget by consulting with department heads and the Board of Commissioners, making and implementing recommendations, and controlling expenditures 

Assists in maintaining county records and in the preparation of all required reports 

Assists the Board of Commissioners in the development and implementation of operating policies and procedures for the county 

Assists in the preparation of agendas for meetings of the Board of Commissioners and other Boards and Committees 

Helps draft, execute and manage county contracts; ensures the proper processing of bids 

Manages construction special projects; Develops and implements short-term and long-range plans 

Works to identify and remedy weaknesses within the department organizations; creates new policies and procedures; evaluates performance and effectiveness of current services, programs and systems in relation to the growing needs of the County. Identifies, recommends and implements needed changes, modifications and/or enhancements 

Assists in improving public relations for the County; works closely with Human Resources to determine and implement recruiting and retention strategies; plans in conjunction with Human Resources and the Communications Manager events for existing employees or the community to further enhance Troup County‚Äôs standing 

Meets with citizens; responds to and resolves complaints and concerns 

Performs all other related duties as assigned
