The purpose of this position is to provide leadership in the planning, direction and administration of the County’s Risk Management and Training & Development operations, programs, and activities which includes the identification, analysis and measurement of risk pertaining to a comprehensive loss control program, oversight of claims and litigation, training and professional development of county staff, facilitating compliance of the county’s Civil Service System and coordinating administrative services to the Civil Service Board.
Supervises, directs, and evaluates assigned staff, to include processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; interviews and selects new employees; coordinates training activities.
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
Manages all services and activities of the risk management department, and training and development: develops and implements goals, objectives, policies, procedures and priorities for divisions; interprets, applies, and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any action necessary to correct deviations or violations.
Develops and administers the risk management, and training and development annual budgets; forecasts for additional funds needed for staffing, equipment materials, and supplies; implements adjustments to budget as necessary; monitors expenditures and revenues to ensure compliance with approved budget.
Oversees loss reserves, insurance coverage, risk transfer, subrogation, insurance specifications and purchases, loss control, claims management and litigation management; and makes recommendations to the County’s management team related to reducing the County’s exposure to liability and updates to County policy.
Manages reserve accounts to ensure proper funding and sustainability of liability and worker’s compensation programs; manages internal service fund cost allocation to departments; analyzes exposure and experiences.
Establish insurance standards and requirements; makes recommendations to Procurement regarding insurance requirements for RFPs, bids and contracts; and authorizes or denies certificate holders or additional insured status for any County policies.
Researches, evaluates, and recommends appropriate level of risk tolerance for County; reviews County programs and insurance needs; provides coverage recommendations, deductibles, limits, etc.; evaluates County properties and departments; manages property valuations for buildings, contents, machinery/equipment, and electronic data systems; ensures proper maintenance of the schedules of automobiles and amounts of coverage.
Administers policies for property, casualty, liability, pollution and worker's compensation insurance; interprets insurance policies and coverage application.
Coordinates and supports audit activities; assists external auditors in conducting annual/periodic audits by obtaining information, retrieving records, preparing reports and any other assistance as needed.
Develops, oversees and administers County's Safety and Loss Control Program; develops preventative safety program; prepares safety policy or rules; creates and/or modifies policies to comply with safety legislation and industry practices; ensures communication to those affected; performs periodic inspections of working conditions to ensure compliance with safety standards and regulations.
Manages the surveying and analyzing county facilities, operations of county departments, and programs; identifies hazards and potential liabilities; reviews plans and specifications for proposed facility purchase or modification for safety requirements; and recommends corrective actions.
Leads the County Safety Committee: chairs monthly meetings; directs the planning and coordination of specialized safety related training and development activities; serves as liaison between the committee and Senior Management/Executive Leadership Team.
Compiles and monitors various administrative and statistical data pertaining to losses; performs research and analyzes data; identifies trends, summarizes data, prepares reports, graphs, charts, etc.; and recommends and implements corrective measures.
Evaluates and manages complex claims and litigation involving the County; coordinates all phases of claims processes, including intake, investigation, litigation, settlement and/or trial; authorizes and/or performs investigations into incidences that result in asset loss or involving or taking place on county property; consults and/or participates in negotiations, conferences, mediations with adjusters, legal counsel, staff, claimants, and others; makes recommendations on settlement to Executive Staff and/or Board of Commissioners.
Oversees the Manager of Training & Development in the coordination and development of training programs for skilled, technical and professional development of County employees. Provides guidance in the design and implementation of high impact strategies for needs analysis, training, testing, program evaluations and process improvements.
Oversees the administration of the Civil Service System. Reviews, recommends and administers Civil Service policies and procedures. Provides supervision and guidance to Civil Service Board Clerk to ensure compliance with county policy and local legislation.
Receives, reviews, prepares and/or maintains the appropriate paperwork necessary to the functions of this position: analyzes loss records and insurance claims; prepares purchase orders, statistical analyses, requests for proposals, budget forms, insurance renewal documents, risk reports, policies, procedures, training manuals, correspondence, presentations etc.
Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new products, trends, and advances in the profession; maintains professional affiliations; reads professional literature; attends workshops and training sessions as appropriate.
Operates a personal computer, general office or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, network, or other system software and hardware.
Leads the department in ensuring compliance with all safety and health requirement; develops safety policies essential to the department; ensures all new departmental employees are trained on safety policies prior to commencing duties; ensures all departmental staff are trained annually on departmental safety policies ensuring safety standards are consistently followed; maintains safe and healthy working conditions ensuring minimal injury, accidents, liabilities and waste of materials within the department.

Bachelor’s Degree from an accredited college or university in Business, Public Administration, Risk & Insurance, or related field required; supplemented by seven (7) years of progressively responsible experience in risk management, insurance, safety and loss prevention, and supervision/management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
