PAY GRADE: 123 ($60,707 - $77,397 Depending on Qualifications)

Purpose of Job
The purpose of this job is to direct and administer the overall operations of the Streets & Drainage Division of the Public Works Department. Duties and responsibilities include, but are not limited to: management/supervision, preparing cost estimates, assisting in budget development, monitoring division expenditures, coordinating purchasing, performance inspections, responding to citizen complaints, and performing additional tasks as assigned.

Job Related Requirements 

WORK SCHEDULE: Monday - Friday, 8:00 a.m. - 5:00 p.m.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

 

Minimum Training & Experience Required to Perform Essential Job Functions
Associate's degree in related field and five years experience in coordination of construction projects and/or over site of work crews required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Three years of supervisory experience is required.

Must possess or have the ability to obtain a Georgia Department of Transportation Flagging Certification, and Georgia Soil & Water Conservation Commission Level 1B Certification.

Must possess a valid driver's license. 


Essential Duties & Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.  

Plans, schedules, assigns, monitors and inspects the work and equipment to construct, maintain and improve streets & drainage systems.

Establishes goals, objectives and performance targets, monitors supervisors and work teams performance; utilizes management practices to achieve goals and objectives.

Prepares cost estimates for new construction and maintenance projects.

Schedules training for the division.

Assists in developing annual division budget; monitors expenditures under current budget.

Serves as the Department's Emergency Management Coordinator, coordinating staff, resources and response to public needs during emergency situations.

Coordinates division purchasing activities.

Responds to citizen complaints.

Performs on-site inspections of work in progress and upon completion.

Inspects streets and storm sewer structures for repairs and improvements.

Prepares various division reports.

Responds to after hour emergencies as required.

Performs other duties as required.


Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the Unified Government and the operations and functions of the Streets and Drainage Division.

Knowledge of management, human resource management/personnel, and financial practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of the development and administration of operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to division and human resource/personnel operations and activities.

Knowledge of computer software programs required to perform the duties of the position.

Knowledge of all equipment and vehicles in the Streets & Drainage Division.

Ability to develop and administer policies, procedures, plans and activities and to monitor the performance of subordinates against measured established goals.

Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Unified Government as they relate to the Transportation & Public Works Department.

Ability to assemble information and make written reports and documents in a concise, clear and effective manner.

Ability to use organizational, management, human relations, and technical skills.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Ability to handle required calculations.

Ability to read, understand and interpret personnel and financial reports and related materials.

Ability to use various computer software programs required to perform the duties of the position.
