Job Summary

Under the supervision of the Human Resources Director, the Human Resources Manager performs and provides professional and advanced level human resource work in the coordination of a variety of human resource activities and serves as Clerk of the Civil Service Board. Supervises HR Technician.

 Essential Job Duties

  • Manages the recruitment and selection functions for the City of Smyrna, including test administration; applicant and eligibility tracking system administration; pre-employment and selection procedures.
  • Manages the promotional process for Public Safety (Fire and Police); assists in formal interviewing; monitors assessment center activities; and ensures compliance with policies/regulations.
  • Processes salary adjustments and associated paperwork; processes employment-related invoices
  • Manages the City's retirement and separation activities.
  • Conducts new hire orientations.
  • Administers, maintains, and/or coordinates HR databases and systems.
  • Administers Employee Performance Management process.
  • Assists with resolving employee relations issues.
  • Assists with compensation and records administration.
  • Manages the City's Tuition Reimbursement Program
  • Plans, prioritizes, assigns and manages daily operations and work flow of HR Technician and monitors performance for adherence to established department goals and objectives.
  • Receives and responds to requests, complaints, concerns, and general inquiries that are escalated and unable to be resolved through staff under charge; provides resolution accordingly.

  • Confers with HR Director to keep him/her informed on key issues and progress toward objectives and to gain necessary support and approval; makes recommendations to assist management in implementing necessary improvements.

  • Counsels with managers and employees and independently renders professional judgment regarding human resources matters or resolution of problems.
  • Participates in department policy development and administration.
  • Serves as Acting Human Resources Director in the absence of the Director.
  • Researches, conducts, and responds to outside market salary and benefits surveys.
  • Serves as Clerk of the Civil Service Board managing all activities of the Civil Service Board; serves as Clerk of the Board; coordinates the Civil Service Board election process for both routine and special elections; coordinates election advertisement activities with news sources and other advertisers; communicates with Board members, election applicants, Mayor, Council members, department head, and City staff any issue relating to Civil Service Charter, rules, regulations, policies, policy administration, meetings, grievances, and appeals of eligible civil service employees and the general public; takes minutes of all meetings; issues subpoenas on behalf of the Board. 
  • Performs other related duties as required.

Minimum Requirements of Position

  • Bachelor’s degree in human resources development, business administration, public administration, or closely related field; supplemented by four (4) years previous human resources experience and/or training that includes classification and compensation analysis, public safety knowledge, testing, screening, and policy enforcement and administration; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Prior government human resources and supervisory experience preferred.
  • Effective verbal and written communications skills.
  • Detail oriented, proactive, and organized.
  • Demonstrated proficiency with the Microsoft Office Suite.
  • Knowledge of Tyler MUNIS HR system and KRONOS a plus.
  • Ability to create a culture of diversity, inclusivity, collaboration and teamwork.
  • Ability to handle sensitive issues and information in the strictest confidential manner.
  • Continuously demonstrate a professional demeanor.
  • Must be able to successfully pass criminal background and credit check.
