ARPA Special Projects Manager


Listing Summary

Under the general direction of the Assistant City Manager, the ARPA Special Project Manager will be responsible for the successful receipt, administration, reporting and evaluation of ARPA funded projects within the City of Newnan. The Special Project Manager will be funded by the ARPA.

  • Maintain fluency of all ARPA policies to enable relevant guidance.
  • Provide benefit analysis of ARPA programs for ARPA funding allocation.
  • Develop modeling analysis and tools to contribute to needs assessment to inform ARPA program selection and funding.
  • Demonstrated past performance in financial analysis and monitoring/oversight of grants, programs or special projects.
  • Provide forward-looking guidance and program design expertise.
  • Knowledge of public health, small business and housing programming.
  • Collect, analyze, organize and summarize ARPA program opportunities.
  • Demonstrated past performance serving states and local governments in program development, administration and evaluation.
  • Manage contracts with third party vendors, including but not limited to non-profit service providers, contractors, architects and engineers as well as others that provide services described in the Act.


Bachelor's degree required, Master's Degree preferred. Five years of professional experience. Previous experience in project, program and/or grants management.
