                                    Erosion Control/Development  Inspector

                                    Salary $38,604.80


SCHEDULE:Normal operating hours are Monday – Friday, 8:00 am – 5:00 pm (schedule flexibility is available to accommodate needs of the City).



The Erosion Control/Development Inspector is an hourly position in the Inspections and Compliance Department under the Community Development Department. The incumbent inspects new development and construction, using appropriate inspection methods to ensure the environmental compliance of those projects. The incumbent uses tact and diplomacy where appropriate and uses enforcement tools when necessary to achieve compliance.



Each position in this classification may not include all the duties listed below, nor do the examples cover all duties that may be performed.

Under General Supervision:

  • Inspects land development activities to ensure compliance with approved development plans and Erosion Sedimentation and Pollution Control (ES&PC) Plans.
  • Inspects new construction for compliance with land development standards, appropriate local and state codes.
  • Advises contractors and developers on requirements, as needed.
  • Prepares and maintains records of inspections.
  • Works outdoors and during inclement weather.
  • Ensures overall compliance with environmental protection, general construction, and general safety codes.
  • Issues notices of violation stop work orders, citations, and other enforcement documentation, when necessary.
  • Ensures the prosecution of citations, as necessary.
  • Appears in court to prosecute citations.
  • Reports to supervisor regarding Inspection enforcement activities, as required.
  • Investigates and resolves complaints in a professional and timely manner.
  • Operates and maintains a city-owned vehicle, keeping it clean and neat inside, as well as outside in the performance of other associated duties.
  • Uses a computer for data entry and report generation of records of maintenance.
  • Performs other related duties, as assigned.



Education and Experience

  • Graduation from High School or possession of a GED.
  • One (1) year previous experience and/or training involving soil erosion and sedimentation control, construction site inspection, and construction plan interpretation;
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Bilingual English/Spanish is preferred, but not mandatory.  



Required Certifications

  • Must possess a Level 1B Certification in Erosion & Sedimentation Control, issued by the Georgia Soil & Water Conservation Commission (Certified Inspector), required.


Knowledge, Skills, and Abilities

  • Knowledge of Erosion & Sedimentation Control measures and standards.
  • Knowledge of Excel, Power Point, and Microsoft Word.
  • Ability to learn basic knowledge of construction and inspection methods, equipment, and terminology.
  • Must be able to perform all of the essential functions of the job assignment.
  • Ability to read plans and other engineering documents.
  • Ability to maintain cooperative working relationships with co-workers and the general public.
  • Ability to communicate effectively with others.

Other Requirements        

  • Valid Class C Georgia driver’s license and satisfactory DMV record, required.
  • Satisfactory Background screening, required.
  • Incumbents in this classification may be subject to drug and/or alcohol testing, as mandated by federal regulations.

Physical Effort and Work Environment: Employee works mostly outside in all kinds of weather, driving City vehicles from location to location, and performs works inside sitting at a desk; standing to file; walking through building to perform needed tasks; carrying and holding equipment, reports, files, boxes, etc. up to 50 lbs. or more; stooping, crouching, bending, squatting and kneeling for the purpose of inspections; occasional crawling to retrieve or inspect items, feeling for needed objects; reaching and twisting in chair to reach phone and files; filing and sorting of files and reports; writing, typing, using computer and answering telephone in daily duties of job; simple grasping of objects and files and using fingers for fine manipulation of using computer keyboard; static, rotational, flexing and extension of head and neck needed to answer phone and turn to find files and reports; near acuity vision, color vision and up/down, right/left field of vision needed; requires speaking, hearing, and dealing with employees and the public.

Many tasks require verbal communication skills.


Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, smoke, wetness, humidity, rain, fumes, temperature, and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, chemicals, explosives, violence, disease, or pathogenic substances.


Supervision:  Works under the specific direction of the Community Development Director or other supervisor, as assigned.
