The Bryan County Board Commissioners are now accepting applications for a full-time Planning Manager in our Community Development Department.

This position is to assist the Assistant Community Development Director in developing and administering the County’s comprehensive plan, subdivision and zoning ordinance, and other policies relating to the zoning and development of land in unincorporated Bryan County, while serving as staff liaison to the Planning and Zoning Commission, and Board of Adjustment.

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.   Other duties may be required and assigned.

Supervises and manages the planning division operations and other planning and zoning activities relating to the development plan review process to ensure compliance with adopted policies, procedures, and plans.

Directs and oversees the development review process; duties include, but are not limited to, coordinating and participating in the review of development plans; interpreting requirements for plans and specifications; developing preliminary recommendations; and conducting meetings with developers, contractors, attorneys, engineers, and the general public.

Coordinates and participates with other County departments in reviewing building permit and site development applications.

Leads the Development Review Committee meetings and coordinates inter-departmental reviews and publishing of comments.

Responds to inquiries, complaints and problems concerning the permit process, interpretation and application of zoning ordinance and subdivision regulations and other related issues.

Works with the Engineering Department on the development, maintenance and compliance of the County’s participation in the FEMA Community Rating System program.

Prepares reports, correspondence, maps, and statistical analyses relating to rezoning requests, planning issues, code compliance issues, and building permit applications.

Attends Planning and Zoning Commission, Board of Adjustment and Board of Commissioners meetings; presents recommendations regarding agenda items, provides technical advice and responds to inquiries in meetings.

Prepares amendments/updates to the County’s Comprehensive Plan.

Oversees implementation of the County’s short-term work program.

Represents the County, on behalf of the Community Development Director, at public hearings, community group and neighborhood organization meetings and provides technical information regarding County policies and procedures and active applications and projects.

Represents the County, on behalf of the Community Development Director as needed, at meetings with state and federal agencies, regional planning commission and other organizations.

Maintains files and records on zoning and subdivision cases, development plans, zoning amendments, permit applications and other documents.

Serves as lead plans reviewer and resolves issues and conflicts between County department reviewers.

Performs other related duties as required.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Planning, Environmental Sciences or related field required; Master’s degree preferred; five years of progressively responsible experience in local government planning, zoning, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  AICP certification preferred. Must possess and maintain a valid Driver’s License.  Supervisory experience required. Strong computer skills required. Must be familiar with Microsoft Office, GIS, Adobe DC and other basic computer programs.  Experience with digital permitting and plan review preferred.
