The Sumter County Human Resources Department is seeking qualified candidates for the position of Human Resources Director. Salary is commensurate with qualifications and experience. This position is responsible for directing the county's Human Resources functions. Major duties include the following: develops, implements, and administers personnel policies and procedures; ensures compliance with state and federal regulations; maintains the county’s classification system and pay plan; receives requests for pay increases and new positions and makes recommendations to the County Administrator; authorizes personnel actions, including new hires, promotions, demotions, transfers, disciplinary actions, terminations etc. via Personnel Action Forms; reviews files, documents, employee data, and other information to answer questions, handle problems, and resolve issues; explains established procedures to employees or supervisors; responds to inquiries regarding policies, procedures, and programs; explains the FMLA process and prepares related paperwork; manages the county’s workers’ compensation program.  Prepares and submits workers’ compensation claims. Work with department heads to analyze and mitigate preventable recurring claims; prepares the annual department budget and monitors expenditures under the current budget; develops the position budgeting process, including making/updating salary and benefit changes; schedules and coordinates the annual open enrollment period; investigates employee grievances and complaints; coordinates the hiring process; prepares and posts job openings; receives and reviews applications; coordinates drug screenings and physical examinations; investigates and responds to all personnel-related illegal charges/complaints including, but not limited to, EEOC charges/complaints as deemed appropriate by the Sumter County Board of Commissioners; manages the county employees’ Health and Wellness program; coordinates various wellness programs and activities and monitors expenses related to the program; completes a variety of regular and special reports; coordinates and delivers training to county personnel; and performs related duties.

Minimum requirements include knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
